The Vendor is required to provide third-party evaluators to conduct a comprehensive evaluation of the agency.
- The evaluation will measure recidivism reduction, housing stability, employment outcomes, and program impact on formerly incarcerated individuals participating in the program.
- Develop an evaluation framework
• Establish baseline data for recidivism, housing, employment, and program engagement.
• Set measurable recidivism reduction targets for the three-year period in compliance with department requirements.
• Align evaluation with county detention center next steps program evaluation and integrate data from the baseline testing tool.
- Data collection & performance measures
• Track recidivism rates (arrest, conviction, incarceration).
• Measure improvements in housing stability, employment, and educational opportunities.
• Assess self-reported community reintegration success, including family relationships and personal well-being.
• Analyze agency evaluation tool data for sentenced and pretrial participants to ensure program alignment.
- Quarterly & annual reporting
• Provide quarterly data analysis reports to county and department.
• Deliver an annual program impact report, including trends, lessons learned, and recommendations for improvement.
• Ensure reporting is consistent with department grant requirements and applicable federal guidelines.
- Final Evaluation & Recommendations
• Conduct a comprehensive final program evaluation at the end of the three-year period.
• Assess the effectiveness of housing and reentry strategies in reducing recidivism.
