The vendor is required to provide on-call toll system consulting services anticipated by the agency are briefly described below.
• Review of documents and legislation, tolling industry technology and policies; synthesis of technical issues, business rules and policy alternatives; analysis of costs and benefits; recommendations for future courses of action and consideration of alternatives.
• Gather and analyze information and provide recommendations for toll system strategies and policies.
• Review and assess the current roadside toll collection system and associated plaza/host system to identify opportunities for increased accuracy, performance, reliability and maintainability.
• Review industry trip building best practices and methodologies and present recommendations about the feasibility of incorporating trip building functionality on the toll roads to include cost/schedule estimates, any challenges associated with trip building implementation, and strategies to mitigate or overcome those challenges.
• Assess the feasibility of implementing axle-based toll rates in the ramp lanes to include completing a cost-benefit analysis and providing technology recommendations.
• Examine the benefits and challenges associated with implementing tolling at un-tolled ramps ramp lanes to include completing a cost-benefit analysis and providing technology recommendations.
• Periodically perform end-to-end reconciliation of a random sample of lane transactions to verify the transactions are processed properly.
• Assist toll operations staff in overseeing toll system contracts for performance management and budget control.
• Assist toll operations staff in overseeing the operation, maintenance and repair of tolling and customer information related systems and equipment.
• Participate in strategic planning by developing ideas and providing feedback/input on innovations that improve efficiency and/or customer service.
• Participate in planning and execution of state, regional and national interoperability programs and initiatives.
• Work with toll operations staff and cross departmental teams in developing strategic and tactical plans for incorporating and maintaining technical solutions in alignment with the agencies’ goals and business processes.
• Provide input into a roadmap for future technology needs.
• Provide input into business continuity and succession planning.
• Provide and adhere to an agency -approved schedule for the tasks listed above.
• The schedule shall be developed by contractor in coordination with agency.
