The vendor is required to provide to obtain the professional and technical expertise necessary to manage and operate a portion of the county transportation system.
- Agreement by offeror to modification of system
• By responding to this request for proposals, the successful offeror agrees to make necessary and appropriate changes to the proposed system, both prior to, and following, startup.
- Route structure
• The responsibility for determining demand for public transit, and the most appropriate routes and services to meet that demand, is solely the responsibility of the offeror.
• An overall goal of the county system is to provide easy linkages to the city systems, as well as provide efficient linkages between demand response service and fixed routes where appropriate
• It is the responsibility of the offeror to confer with the operators of corning - Erwin area transit system (CEATS) and the Hornell area transit system (hats), to identify appropriate locations and times for transfer from the county system to the city systems.

- Human services agency transportation
• The service will be open to the public on a fare-paying basis.
• Following the designation of the successful offeror, and prior to, and following, system start-up, the successful offeror will be required by the county to work with existing human service agencies to negotiate service contracts, assist in training clients to use public transit, and participate in other appropriate activities to increase the efficiency and cost effectiveness of meeting the transportation needs of county human service agency clients.
- Operator’s responsibility
• Service must be provided to any eligible person with a trip origin within the specified service corridor described above (3/4 mile on either side of the fixed route)
• Advance reservations may be required for paratransit, based on “next-day” reservation capability.
• Again, only those disabled persons who cannot otherwise use an accessible fixed route bus are eligible for paratransit.
• Paratransit service is not required on any route during any time period when route deviation is provided.
- Hours and days of service
• It is the county’s desire to have a public transit system which operates at least Monday through Friday, and at times which will permit work commuting as well as shopping, appointment, and other trips.
- On-time performance
• Fixed-route trips will be considered “on-time” as long as they run no more than 5 minutes passed scheduled time of arrival/departure.
• Provide a minimum of 95% on-time trips.
• Provide a sufficient level of street supervision and drivers shall report time at trip termination in order to allow the county to monitor on-time performance.
