RFP Description

The Vendor is required to provide website design and development services for developing and implementing a new county government website.
- Website Design Experience:
• References (minimum five references, including all contact information below)

• Provide at least two design mock-ups of the primary website.
- Hosting and Security (describe all available)
• Data Center
oMinimum requirements: reliable data center, managed network infrastructure, on-site power backup, and generators, multiple telecom/network providers, redundant network, secure facility, 24/7/365 system monitoring
• Hosting
oMinimum requirements: automated software updates, server management and monitoring, multi-tiered software architecture, software updates, and security patches, database updates and security patches, antivirus management and updates, server-class hardware, redundant firewall solutions, high-performance SAN with N+2 reliability
• Bandwidth
oMinimum requirements: multiple network providers, burst bandwidth of at least 22Gb/s
• Disaster Recovery
oMinimum requirements: 24/7 emergency support, online status monitor, event notification emails, recovery time objective of at least 8 days, recovery point objective for at least 24 hours, pre-emptive monitoring for disasters, multi geographic region redundant backup data center.
• DDoS Mitigation
oMinimum requirements: defined DDoS attack process including the ability to identify the attack source and type of attack, the ability to monitor the attack for a threshold, and a plan once the threshold is reached.
• Upgradable security packages support and Maintenance (describe all available)
oSystem Ownership
oOngoing training opportunities and availability of robust, self-service documentation and technical support (videos and training manuals, etc.)
oAvailability of continued communications post-website implementation (with consultants and support staff)
oSupport services - emergency and non-emergency situations.
- Functional and Technical requirement:
• The Vendor shall provide a minimum of three (3) designs of the proposed website that adhere to the branding style and standards (to be provided by the city).
• The vendor will work with the city information technology department, and the mayor’s public relations, to determine a new website content information architecture navigation framework to support easy navigation to key city services.
• The vendor is responsible for legally acquiring the copyright for the images/pictures/ artwork used on the website; county government will own these images/artworks and can use them for other county business publications.
• The images must represent county's history, culture, and landmarks and should not be illicit, offensive, or political; the website should have a responsive design that renders well across a variety of devices and window sizes to ensure usability.
- Security, authorization, and integration requirements:
• Publishing Workflow with the ability to customize by security group and user
• Audit trail and reports of changes to content within the CMS
• Approval Rights: allow the system administrator to establish specific rights and capabilities for internal staff to update content based on their role in updating the website.
• Provide for full integration with existing e-government applications currently in use and provide for easy integration with future e-government applications.
• Provide LDAP and AD integration for the intranet site for County employees.
• Provide integration to citizen portals/ Gov QA.
