RFP Description

The vendor is required to provide an online assessment website and related professional services.
- Include for services:
• The contractor shall have project experience working with the department v4 system currently in use by the county and municipalities and demonstrate an ability to perform any and all conversion applicable to the department online process, when applicable
• The system will extract data from the county RPS v4 database and display this data online in an easily readable, understandable and searchable format to allow the public to search for assessment and sale information in the county
• The system shall include an RPS v4 data import utility.
• County municipalities run RPS v4 in independent installations, the import utility should allow for the import and merge of multiple RPS v4 datasets in both the current RPS system and any future RPS applications
• The system will provide an option for the county to update individual property records as required by the judicial security act
• The import utility or the system provider must also provide the merge and management of RPS v4 compliant image datasets
image datasets include photos, documents and tax map images.
the industry standard pdf, jpeg and tiff image file formats should be supported as a minimum
• The system shall include comparable search capabilities
• The system will provide searching capabilities (name, address etc.) both counties wide and by individual municipalities
• The system shall include an extended notes feature and will allow for various file formats (i.e. csv) to be imported to update the notes feature
• The system shall have the ability to import .txt files (or any future file types as created by department) from sales web extracts
• the system will provide a link to connect to existing county GIS web services (county parcel viewer)
• the system will interface with google maps, Bing maps and eagle view connect explorer
• the website shall have provisions for parcel centric integration with other aerial photography web viewers through a portal-like interface, should they become available
• the system shall have the ability to link to department sites
• the system shall have the ability to link to town/city/village websites
• the system shall have the ability to link to tax bills
• the system will have the ability to create reports
• the system will support the user-friendly display and printing of parcel information for residential, commercial and vacant land parcels
• the vendor to provide all required web hosting services
• if the vendor is using a cloud-based hosting service, the vendor will ensure said hosting service stores data within the boundaries of the country
• the system shall have the ability to provide a comprehensive disaster recovery plan that ensures business continuity in the event of a critical system failure. the disaster recovery process shall be fully documented, including procedures for system restoration, data recovery, and fail over mechanisms, ensuring minimal downtime, and must adhere to industry – standards best practices for disaster recovery
• The system will operate on a 24x7 basis
• The system provider will trouble shoot all problems as they arise
