The Vendor is required to provide historic aerial film digital scanning of historic aerial photographic film:
• 9x9 (approximately 54,000 exposures combined in black and white and color)
• 9x18 (approximately 1,000 exposures combined in black and white and color)
- Film is of variable quality, including film material that is vintage and fragile that must be handled with great care.
- The film canisters do not have a standard nor a “most common” number of frames per can.
1. Scanning requirements
• Proscribed scanning equipment and methods
• Roll feed film scanner
• Contractor will not cut negatives.
• Contractor will clean film of all tape, grease pencil marks, and lint.
• Image fiducial marks need to be included in the scan for each image and used to properly orient the film during scanning.
• Color and light balancing and photo dodging capabilities.
• Contractor will perform color and light balance on each project.
• Scanned images must have same clarity and resolution as original film at a resolution of 12.5 micron and 2032 dpi or better.
2. Digital files of scanned materials and related files
• Scan resolution shall be 12.5 micron and 2032 dpi or better.
• Electronic file formats:
o Tagged image file format (tiff)
o Uncompressed.
o Electronic files must be cataloged in a department provided excel template.
o Pixel and fiducial metadata file, or similar.
o Scanner project set up files, including a camera file, light file, tonal file, set up file, project file.
o A single subfolder can be placed into each corresponding project folder for all no imagery related deliverables, and the files in question may be placed into these dedicated subfolders.
o Photogrammetric camera calibration files image must be scanned and retained in project folder.
o File size is unrestricted.
3. Other scanning methods
• Correct film direction for proper exterior orientation.
• Scanning equipment will undergo all required manufacturer’s maintenance and calibration.
• Contractor will scan and deliver all additional information found on film (i.e., the data strip, camera calibrations, and metadata).
4. Material pickup, handling, storage, and return:
• Provide pickup and return all film in 3-month intervals or sooner.
• All film and materials will be returned to department at the conclusion of contract.
• Pickups and deliveries should be simultaneous.
• Film must be stored in climate-controlled storage.
• Vendor may affix vendor-supplied bar codes to support tracking.
• Bar codes may not be affixed to the front of any boxes.
• Department staff will not be involved in any shipping or handling activities.
