The Vendor is required to provide a comprehensive employee assistance program include:
- Provide counseling, assessment and referral services for board employees, spouses, dependent children and retirees on a twenty-four (24) hour, seven day (7) a week basis.
- Counseling services must include face-to-face sessions with telephone and virtual counseling options.
- Provide qualified and trained mental health professionals, including psychologists, family therapists, child and adolescent therapists, and certified drug and alcohol counselors.
• Provide appropriate referral of clients whose need for counseling services exceeds those provided by the EAP.
• For applicable scenarios, collaborate with board benefits staff and medical insurance administrator to facilitate client transition of care to board approved inpatient or outpatient addiction center.
- Provide dot substance abuse professional (sap) services for drug and alcohol rehabilitation programs and mandated referrals, including:
• Assessment of drug and/or alcohol issues in employees referred.
• Formulation and monitoring of treatment programs and referral for treatment.
• In accordance with board policy, if the employee is designated as safety sensitive, the voluntary referral becomes mandatory and must be reported to the employee.
• Recommendation of follow-up drug and alcohol testing, duration and frequency.
• Provision of sap certification renewals.
• Adhere to all dot requirements for saps including registration and applicable reporting in the federal motor carrier safety administrations’ drug and alcohol clearinghouse.
- Provide conflict, domestic assault, crisis assessment and appraisal, and miscellaneous services as needed. This includes but is not limited to:
• Initial assessment of employees referred
• Formulation and monitoring of for completion of treatment programs.
• Formulation of return-to-work requirements post evaluation or treatment program
- Provide quarterly and annual management reporting on program usage.
- Minimal required report data: number and percentages of employees, dependents and retirees utilizing the EAP during the reporting period, types of problems assessed, number of supervisory consultations and number of mandatory referrals
• Utilization reports should not include any unique patient identifiers.
• Please include example reports in submission.
- Provide services at no cost to the client for a set number of sessions (board current benefit is 6 free sessions per issue).
- Provide convenient “off-site” service location(s).
- Provide a seven (7) day twenty-four (24) hour professional answering service and have the ability to respond to client contact within twenty-four (24) hours.
- Provide counseling services that, at a minimum, be able to address the following categories of personal needs: alcoholism, drug abuse, family illness, smoking/tobacco use, physical handicaps, relationship issues, child care, eldercare, financial stress, and other personal issues.
- Conduct critical incident stress debriefings on an as-needed basis, providing on-site support within 24 hours of the occurrence.
- Provide a minimum follow-up of one phone call and/or one written communication (e.g. email, text message, etc.) with EAP clients within ninety (90) days of termination of counseling
- Provide electronic access to information regarding emotional, legal, financial, health topics, and any additional resources offered through services.
- Develop and implement a marketing plan to publicize the EAP among participants.
- Communication will be provided at least quarterly at the vendor’s own expense.
- Consult with management and/or supervisors on a case-specific basis, especially regarding mandatory referrals involving safety-sensitive issues.
- Make referrals for psychological fitness for duty examinations, substance abuse evaluation and treatment, anger management or other supervisory initiated consultation.
- Provide same day service, when necessary, for supervisory referrals and feedback to HR within 24 hours regarding the visit outcomes, plan of care including next appointment and anticipated closure date, etc. provide an example of documentation released to human resources following a mandatory referral.
- Maintain confidentiality of all EAP records except in circumstances of threat to self or others or in the event of a supervisory referral.
- No feedback shall be provided without the client’s written consent.
- Store records according to federal confidentiality guidelines, with code numbers rather than names or social security numbers.
- Maintain record of current licensure, certifications, and liability insurance for all staff.
- Contract Period/Term: 2 years
