The vendor is required to provide that CAD, mobile, LRMS and FRMS Software solution the design, implementation and support of a commercial-off-the-shelf computer aided dispatch, mobile computing application, report writing, law enforcement records management system, and fire records management system to meet the needs of its universities and agencies.
-The solution should be a single tenant with multi-jurisdiction capability that allows for:
•Super administrator
•Jurisdictional administrators
•Jurisdictional branding
•Roles by jurisdiction and permissions by roles
•New releases and updated included in the annual support and maintenance agreement
•Computer aided dispatch system that is interoperable with computer aided dispatch systems selected by other law enforcement agencies
-The following is a list of systems that must be included in the respondent’s solution:
•Computer aided dispatch:
oA robust and reliable computer aided dispatch system designed to support law enforcement activities that fully integrates with other system application components and meets the requirements identified.
oThe computer aided dispatch solution shall include real-time mapping, automated vehicle location, and identified interfaces.
oThe computer aided dispatch configuration must address system redundancy factors and incorporate backup, failover and recovery solutions.
•Mobile data client (mobile):
oA mobile data client with real-time integrated mobile mapping and functionality that provides situational awareness and incident management tools to field personnel.
oThe mobile application must be fully integrated with computer aided dispatch software to Ensure a seamless transfer of information between the computer aided dispatch and mobile applications, as well as the department’s report writing and records management systems.
oInterface requirements for the field reporting and records management system applications are described below
•Report writing:
oA report writing application that allows field users to complete reports in a mobile environment and submit those reports electronically to the records management system via a department-specified report approval process.
oThe application should provide for the pre-population of report forms via integration with the mobile application.
oThe solution should support unique workflow requirements as dictated by.
oLaw enforcement records management system (rms):
oA fully integrated, NIBRS-compliant to perform a broad range of functionality.
oThe system should also have tools to assist with data integrity and accuracy and users should be able to search and access external databases from a single query.
oThe rms solution should include all requested interfaces and provide for a seamless transfer of information between all applications.
•Fire records management system:
oA comprehensive fire records management system application that provides the functionality identified within
oThe system should be fully compliant with all state and federal standards and provide for seamless integration throughout each module.
oThe solution should have advanced mobile functionalities for all aspects of the solution and must be integrated with the computer aided dispatch solution.
oFunctionality should be considered optional given the fact that only the state forest service, under the umbrella, is providing fire related support.
