People Counting System

The vendor is required to provide, installation and ongoing maintenance and support of an electronic networked directional people counting system at eight (8) county public library locations.
- System hardware must meet:
• Stereoscopic (3D) counters capable of accurately and efficiently counting individual patrons as they enter and exit Library facilities.
• Counters must be mountable indoors and overhead at Library's public entrances, either a) directly to a ceiling or b) over a doorway with an extender such as a drop pole (Bidder must quote for both options). Ceiling heights and angles vary among Library locations. A responsive bid must provide a hardware solution that functions uniformly regardless of ceiling height, while providing consistent metrics across all locations.
• Counters must connect to County's data infrastructure via ethernet cable and County's point of entry (PoE) switches.
• Must be scalable and compatible with future Library expansions.
- System software must meet the following specifications:
• Software must be hosted by Contractor and accessible to Library staff via secure authentication such as password protection and internet-connected devices such as personal computers, laptops,  smartphones, and tablets.
• Must provide a platform for reporting and analysis of people counting and building occupancy.
• Must provide data from hardware in real time, not on a delay.
• Must be able to distinguish between individuals and groups while minimizing counting errors (e.g. distinguishing between children and adults and reducing double counting).
• Must count people as they enter and exit Library facilities. Contractor must provide the minimum level of accuracy their software guarantees in counting individuals as they enter and exit a facility.
• Must provide real-time occupancy (an accurate count of how many people enter and exit a facility, as well as a count of how many people are currently inside).
• Library staff must be able to remotely monitor activity of each location and status of hardware from remote locations outside of the location where people counters are in use.
• Staff must be able to run historical reports from software regarding how many people enter and exit Library facilities, which areas of the library contain the most people, which doors are the most often used, and which days and times are busiest in terms of activity. Historical data must be subdividable by each location and by the following time metrics: hours, days, days of the week, weeks, months, years.
• Must securely store and transmit all data via County data infrastructure meeting current levels of accepted data compliance standards.
• Must be scalable and compatible with future Library expansions.
