The vendor is required to provide outage management system (OMS) that are important, there is particular interest in:
• Enhancing customer satisfaction through excellent communication, notifications, and visibility of power outages with the customers. ability to send external messages and callback functions as events change, configurable to set criteria for whom and when these messages are sent.
• Integrate with city electric, gas, sewer, and water systems to provide customers with comprehensive outage information.
• Good visibility of outage and real-time information to crews, operations, managers, and others city employees.
• Ease of maintenance and effective integrations with CIS, GIS, AMI, CRM, and IVR.
• A mobile outage tool (mobile application) tool, and online forms for generating outage tickets.
• This tool would accept outage tickets from the oms and alert them to call field personnel to and allow them to manage these outages. it also should discern whether an outage ticket already exists for all subsequent requests, i.e., the ability to limit one outage ticket for a particular event, but also
generate new tickets for subsequent outages or outages within outages.
• Good ability to track outage statistics and historical data, use and send outage report to the american public power association (APPA), and use data to make efficient artificial intelligence (ai) that predicts outage causes and contributes to better decision-making during restoration efforts.
• The ability to recognize outages as separate events from communication failures, disconnected meters, etc.
• Ability to send internal messages via text and/or email to city personnel with outage information. this system should be configured to set criteria for whom and when these messages are sent.
• Ability to send external messages via text and/or email to customers with the same, similar, or different set of outage information. the messages must also be configurable.
• An oms mobile tool with the ability to record and manage damage assessments.
• While recording GPS position with the mobile device, the tool should be able to access the device’s camera or photo files to associate the picture and notes about the damaged location.
• Extensive maps with multiple functionalities for management to use and assist indecision making.
- Systems and integrations:
• The purchaser prefers to have the option for the oms servers to be in a hosted environment, such as VMware, or to be hosted internally.
• These hosted servers will need the capability to work with the purchaser’s other systems securely.
• The purchaser will address disaster recovery issues by utilizing virtualization technology.
• The purchaser would like options to implement live dual redundant oms servers.
• Integrating the oms into the purchaser’s other systems will be a major component of the solution proposed by the bidder.
• The bidder is asked to provide evidence of successful integration and propose an integration solution along with services that provide for connectivity to the systems listed below:
- CIS:
• BS&A (purchaser’s preference is to also include a dynamic integration with BS&A that quickly reflects disconnect status within the oms which can notify callers via that the outage is due to disconnect)
- GIS mapping:
• ESRI, GIS, ARCPRO, and ARCMAP version 10.8.2
- AMI:
• Tantalus
- SCADA
• Provide list of SCADA software they have integrated with
• The vendor must provide necessary integration with american public power association (APPA) eReliability outage reporting system. vendor must meet minimum qualifications of oauth2 support and being capable of rest API integration with APPA’S eReliability tracker service.
• In order to evaluate a vendor’s ability to successfully perform this integration, they must send a successful partial restoration outage event to the eReliability tracker.
