The vendor is required to provide training and operating qualifications (OQS) management software.
- Provide a comprehensive learning management software service.
- As part of the service, the contractor shall provide the following:
1. Records management.
2. Electronic field auditing (consisting of, but not limited to, O.Q. task auditing as well as auditing any other operator-entered activities) using mobile devices on different platforms (iOS, android, and windows).
3. Computer-based training and testing.
4. Workforce training scheduling and tracking.
5. Preparation of training curriculums.
6. Creation and editing of custom modules.
7. Access to the city’s training records and other documentation contained within the service 24 hours a day, 7 days a week.
1. Automatically schedule training cycles on schedules provided by the city.
2. Provide a mechanism to identify covered tasks that are nearing expiration.
3. Provide a mechanism to:
- Alert and warn supervisors, via email, of covered tasks that are due to expire in 90 days,
60 days, and 30 days, and
- Notify the supervisors that a task has expired and that employee duties are suspended until training is completed.
- Provide a feature that allows a user to send notes or comments from a field device to another user on a per audit inspection form basis.
- Provide for user-definable and modifiable training schedule types and frequencies.
- Allow sorting and searching on a variety of user-defined criteria (e.g., allow the city to manage users, courses, and exams independently).
- Provide for the exporting of data to other formats directly from the user interface, including, at a minimum, Microsoft excel and pdf.
- Provide features to track, maintain, and access destructive testing data and related documents.
- Provide a feature (e.g., QR code) that enables a quick response code scan capability which can track operator qualifications and any other training provided by the city.
- Track “train the trainer” certifications that have been provided by the city.
- Provide online course libraries including, but not limited to, O.Q. tasks, agency topics, and applicable equipment.
- Provide features that modify training and performance schedule dates without compromising the integrity of mandated expiration dates.
- Login and password-protected access to the service.
- Login and password-protected access to the service via mobile application access.
- Support for different levels of user authority and functional access.
- User interface to define and maintain users of the service and their roles.
- Support for MS windows AD authentication.
- Mechanism to restrict users from data access based upon functional and organizational boundaries.
- Maintain a historical archive and audit trail of test, audit, and training activities in accordance with current federal, state, and local compliance codes.
- Provide audit trail information for historical data and documents that the city enters into the service.
- Provide the ability to upload field-gathered audit results from an electronic device into an enterprise-accessible database.
- Provide the ability to review and analyze historical results for an individual city employee or a group of city employees.
- Provide a mechanism to correct entry errors with a tracking mechanism that provides detailed information related to correction.
- Provide the ability to export historical results for an individual city employee or a group of city employees for further reporting and analysis.
- Help desk with 24-hour, 7-day a week availability and online access.
- Help screens and user guides included within the service.
- Version updates and security patches, such as those necessitated by changes in regulations and software enhancements.
- Oracle or MS SQL server relational database technologies for the central storage of information.
- Windows 2003/2008 operating system (or later) for all server resident application software.
- Windows 10 (or later) operating system for all desktop application software components of the
Service.
- Handheld field application software components that support iOS, android, and windows devices (phone laptop or tablet).
