The Vendor is required to provide small business enterprise (SBE) support services (SS) online platform support.
- The online platform should support the delivery of the SBE program through hosting training material, including a repository for SBE resources, and supporting networking capability between prime contractors and SBE subcontractors.
- The online platform should provide an online environment that enhances professional knowledge, SBE engagement, and positive interactions.
- Develop an online platform to manage, update, and maintain services and applications.
- Develop a plan for an online platform to support the SBE SS by providing free access to online services including, but not limited to, a library of existing coursework, training, and skill modules; self-paced virtual trainings; needs assessment and evaluation tools; a resource repository; calendar of available events and training opportunities; and networking functionality.
- The plan should include technical specifications to ensure compliance with it requirements, plans for the coordination and transfer of available existing data and content, and a detailed timeline of when all elements can be expected to be available and functional.
- Provide example or mockup of the online platform with technical submittal.
- Manage, update, and maintain services and applications hosted on an online platform
• Manage and maintain lines of communication including a toll-free telephone number, electronic mail, a website, a newsletter, and social media sites as appropriate.
• Collect training assessments after each workshop offered by the SBE supportive services center and analyze the data collected to develop and deliver additional trainings in accordance with the needs of SBE firms.
• Conduct a comprehensive needs assessment of both SBE firms and primes and utilize the analyzed data to refine and enhance the services provided to SBE firms by the SBE supportive services center.
• Expand the association and relationships with stakeholders and other interested constituent groups.
- SBE data collection and contracting tracking;

• The department project manager and the bureau of equal opportunity staff have access SBE/SS plans, trainings, and program document.
• Maintenance plans in a regional format that incorporates all 67counties in the commonwealth.
• Conduct monthly maintenance and updates to ensure continuity of service to users.
• Evaluate content hosted on site to ensure relevancy and accuracy.
• Create updated content as needed to maintain relevancy and meet identified user needs.
• Send the identified department project manager a detailed outline of planned updates and enhancements to be made to the site 14 days prior to implementation.
• Ensure ongoing platform compliance with commonwealth branding guidelines and it requirements.
