The Vendor is required to provide to replace the city electric division’s existing supervisory control and data acquisition (SCADA) systems with a single, comprehensive, modern, integrated, secure, and redundant advanced distribution management system as a smart upgrade to the city’s SCADA system needs for the management of all current and future connected devices.
- This new system must replicate and enhance necessary existing functionality, including specific screens and reports, provide intuitive controls, offer comprehensive and actionable alarming capabilities with external notifications, improve data archiving and retention, incorporate advanced features like calculated points, peak tracking, and load forecasting, and meet stringent cybersecurity and disaster recovery requirements.
- The SCADA system include and integrate with an outage management system (OMS) and a distribution automation (DA) system, since city would like to implement fault location, isolation, and service restoration (FLISR).
- This replacement is essential to ensure the continued reliable, secure, and efficient operation and expansion of city electric distribution infrastructure.
- The system must be comprised of at least two separate and redundant SCADA server virtual machines that can each operate as primary or backup, and the historians should be configured similarly.
- The Successful Offeror will need to be on-site to configure the system and to perform Site Acceptance Testing (SAT), as well as to provide training for the new system.
- The final installation should utilize the latest version of the SCADA software available no later than six months before the time of the Site Acceptance Test (SAT).
- To ensure proper synchronization, all servers and workstations must be configured, and validated, to utilize existing Arbiter GPS clocks or similar.
- All current screens, views, and trends must be recreated in the new system and updated to include any new devices that are not on the existing system.
- All breaker operations must include three-clicks plus user authentication before a control can be sent.
- The new system must include an alarms screen that displays both active and inactive alarms.
- This screen should provide the functionality to exhibit acknowledged alarms, along with the corresponding time of acknowledgement and the personnel who acknowledged the alarm.
- Staff should be able to create a system-total calculated point which is the sum of all tie meters and generation.
- To maintain a standardized and secure control process, all controls should operate on a three-click basis, as they do today.
- A commercially available image-based backup solution for servers and workstations.
- The solution should include any hardware storage as well as software required to retain one year of monthly backups.
- The solution should include a process to keep at least one recent offline backup.
- A process to apply security updates to the SCADA servers and workstations without allowing direct access to the internet.
- A commercially available anti-malware solution and instructions on how to update definitions files on at least a monthly basis without allowing direct access from the SCADA environment to the internet.
- If the system works with several different anti-malware solutions please provide a list of options.
- Please note that Windows Defender free version would not be considered an acceptable solution as it contains no centralized management console.
- If remote access for support is required - information about what remote access solutions the provider can utilize and how they can be configured securely and disabled when access is no longer needed.
- The software bill of materials (SBOM) which should show any third party / open-source software components that are part of the system.
- Notification by vendors when remote or onsite access should no longer be granted to vendor representatives.
