Accessible Video Player and Hosting Solution

The Vendor is required to provide for an accessible video player and/or hosting solution for videos that are embedded on agency.
- Confirm that the video player and/or hosting solution offers each of the accessibility features:
•    Keyboard operable player controls, focus indicator that is easy to see
•    All controls and interactive components can be identified and interacted with using a screen reader
•    Proper accessible labels on player controls with descriptive accessible names
•    Player controls that remain visible in Windows High Contrast Mode
•    Support for multiple languages for video streaming and player controls/transcript/captions
•    Ability to display transcript
•    Supports separate captions and transcript files
•    Supports multiple audio files within a single video for audio description
•    Supports multiple video files within a single player for AD/Translation/ASL
•    User friendly audio description button
•    Ability to change the placement of captions on screen with .vtt files
•    Picture in picture for separate ASL translator video
•    Playback speed control
•    Ability for viewer to adjust caption size/color
•    Audio description and pausing via VTT files
•    Ability for viewer to enlarge to a full-screen layout or enlarge to a user selected zooming level without becoming pixelated or blurry
•    Caption display selections, color, size, font and position
•    Ability to interact and read captions using a Braille display/screen reader
- General video player and hosting features:
•    No ads 
•    Ability to select what a viewer sees when a video finishes playing (ex: next video, loop, title screen, call to action clickable links) 
•    Clickable text links that can be embedded in a video (ex: Vimeo call to action) 
•    Ability to create video chapters 
•    Ability to create playlists 
•    Ability to replace video .mp4 file without impacting the existing URL for videos that are already embedded on website
•    Auto-captioning with the ability to edit auto-generated captions 
•    Ability to upload .txt, .srt and .vtt caption and subtitle files 
•    Multiple user seats that an administrator can assign 
•    Ability for an administrator to organize videos in folders and subfolders 
•    Custom public URL 
•    Public, private, password protected video settings 
•    Compatible with CMS (Drupal) 
•    For video player only solutions player must be compatible with Vimeo/YouTube hosting solutions 
•    High-capacity storage (at least 7TB).
