- The solution must include Computer-Aided Dispatch (CAD), a Records Management System (RMS), and Mobile Field Reporting capabilities.
- The system will serve as the centralized digital platform for all dispatch, patrol, and law enforcement records, supporting daily operations, investigative workflows, and regulatory reporting.
- Provide a secure, scalable, and modern solution that improves information accessibility, enhances officer efficiency, and complies with relevant federal, state, and institutional IT standards.
- Computer-Aided Dispatch (CAD)
• The CAD system must enable dispatchers to manage calls for service, track unit availability, and coordinate real-time response.

o Arrest and booking reports (where applicable)

o Case and investigative report tracking

o Advanced search and export functionality
• The RMS must allow authorized personnel to quickly retrieve, analyze, and share information internally and externally, including with prosecutors and external law enforcement partners.
- Mobile Field Reporting
• The mobile solution must extend CAD and RMS access to authorized officers in the field.
• The system must offer:
o Secure login with user authentication and encryption
o Live access to dispatch updates and historical records
o Field-based report entry with multimedia attachment support
o Messaging between field units and dispatch
o TLETS or similar integration (preferred)
o Offline functionality with automatic sync upon reconnection
• Mobile applications must be compatible with android and Windows-based mobile data terminals (MDTs) and must function over cellular and Wi-Fi networks.
