Public Safety Software

The Vendor is required to provide an integrated, cloud-based public safety software suite for use by campus police departments across the agency system.
- The solution must include Computer-Aided Dispatch (CAD), a Records Management System (RMS), and Mobile Field Reporting capabilities. 
- The system will serve as the centralized digital platform for all dispatch, patrol, and law enforcement records, supporting daily operations, investigative workflows, and regulatory reporting.
- Provide a secure, scalable, and modern solution that improves information accessibility, enhances officer efficiency, and complies with relevant federal, state, and institutional IT standards.
- Computer-Aided Dispatch (CAD)
•    The CAD system must enable dispatchers to manage calls for service, track unit availability, and coordinate real-time response.
•    Features must include:
o    Integrated GIS mapping for unit and incident tracking
o    Real-time unit status monitoring and call history
o    Configurable call types and priority levels
o    Dispatch notifications to mobile users
o    Audit logs for all dispatch activity
o    Integrated reporting and analytics tools
•    The system must support multi-jurisdictional or multi-campus environments, with role-based access control and the ability to segment data as needed.
- Records Management System (RMS)
•    The RMS must serve as the authoritative repository for all law enforcement reports and activities.
•    The system must provide:
o    Master index for persons, vehicles, addresses, and organizations
o    Incident and offense reports with narrative and attachments
o    Arrest and booking reports (where applicable)
o    Crash and citation records
o    Case and investigative report tracking
o    Evidence and property room management with chain-of-custody
o    Configurable forms and data validation fields
o    Automated NIBRS and UCR compliance
o    Advanced search and export functionality
•    The RMS must allow authorized personnel to quickly retrieve, analyze, and share information internally and externally, including with prosecutors and external law enforcement partners.
- Mobile Field Reporting
•    The mobile solution must extend CAD and RMS access to authorized officers in the field.
•    The system must offer:
o    Secure login with user authentication and encryption
o    Live access to dispatch updates and historical records
o    Field-based report entry with multimedia attachment support
o    Messaging between field units and dispatch
o    TLETS or similar integration (preferred)
o    Offline functionality with automatic sync upon reconnection
•    Mobile applications must be compatible with android and Windows-based mobile data terminals (MDTs) and must function over cellular and Wi-Fi networks.
