RFP Description

The vendor required to provide parking access and revenues control system (PARCS) solution including all required design, hardware, software, and documentation necessary to implement the system.
- The anticipated outcome of this project is:
•    System design package with network diagram and equipment layout.
•    Installation-ready documentation for electrical and data interfaces.
•    As-built drawings and configuration files at project closeout.
•    Training materials and on-site orientation for county and LAZ staff.
- Maintenance and support plan (minimum 1 year) required features
•    Controlled access for employees, visitors, jurors, vendors, and fleet vehicles.
•    Anti-pass back or carpool access management logic.
•    Cash and credit acceptance with strong audit controls.
•    Provide PCI-DSS compliant credit card payment processing tools and maintain compliance throughout the contract term.
•    Support one of the following payment settlement models, to be clearly identified in the proposal: 
o    County-merchant model: vendor integrates with the county’s existing bank of America (BOA) merchant services account; or
o    Vendor-merchant model: vendor collects parking revenues and transfers funds daily (each business day) to the county’s designated bank account, with full transaction-level reporting.
•    Department-level parking validations with chargeback reporting.
•    Jury self-validation with distinct rate scale and monthly back-billing.
•    Prepaid and event parking configuration and mobile prepayment options.
•    Systems that can support two cashier booths manned by county and Laz during business hours and after-hours events for credit and validation exits.
•    License plate recognition (LPR) for access control and violation identification.
•    Real-time occupancy dashboards and reporting.
•    Integrated pay stations for surface lots with centralized reporting.
•    Cloud-based reporting suite (occupancy, revenues, transactions, validations).
•    Minimum one-year warranty with optional second-year extension.
•    Vendor service and maintenance support within 35 miles of Everett.
- Optional and alternate features
•    Mobile payment and digital validation platforms.
•    EV-charging station monitoring or integration.
•    Additional pay-on-foot kiosks for the garage (plaza and a-level).
•    Surveillance system integration for security and event response.
