RFP Description

The Vendor is required to provide a modern, fully integrated public safety solution, including Computer-Aided Dispatch (CAD), Mobile, and Law Enforcement Records Management System (LERMS) capabilities
- The City is procuring a contemporary turn-key commercial-off-the-shelf COTS solution that will serve all agencies in a multi-agency and multi-disciplinary environment.
- The Contractor’s PM will be required to be on-site at a City location during significant project events, such as the installation of the core system, any optional components purchased, essential milestones, intervals during system testing, and system go-live.
- Status reports will include, at a minimum, work progress, milestones attained, problems encountered, outstanding tasks/items with estimated completion dates, task assignments, action items, and items requiring resolution with estimated completion dates.
- This Project Schedule shall include, but not be limited to, the following Major Milestones:
•    Requirements Validation, Business/Workflow Analysis
•    Solution Design
•    Hardware Readiness Test
•    Software/Application Installation
•    System Administrators Training
•    Configuration Phases and Training
•    Functional Testing
•    Interface Development & Testing
•    Integration Testing
•    Security Testing
•    Performance Testing
•    Change Control
•    Delivery of Documentation
•    Training Schedules and Dates
•    Cutover Phase
•    90-Day Reliability Testing
•    System Acceptance
- Provide documentation for each interface connected to the system’s major components, including interface development and configuration documentation for standard and custom interfaces.
- Provide electronic documentation for each functional sub-component (CAD, Mobile Data, and LERMS) as part of the System configuration. This includes any system administrator and end-user guides or manuals.
- Examples of these are:
•    Network Architecture and Hardware Requirements
•    As-built drawings for hardware and network engineering
•    System Interface Development & Configuration
•    Mapping/GIS Updates, Support, and Maintenance
•    User Manual(s), including any quick reference guides for each system
•    System Administrator(s) Manual(s)
•    File (Database) Setup and Maintenance (File Maintenance Manual)
•    Data Dictionary used in query-building
•    Database entity-relationship diagrams
- Provide the necessary training for system administrators, dispatch staff, agency management and support personnel, mobile data users, and LERMS.
- The City requires a solution that provides training functionality similar to that of a modern-day Learning Management System (LMS). The City is interested in an online program that assists with new employee training and distributes and tracks the employees’ training progress.
- The following on-site training shall be required. The Project Management Team will determine the number of trainees.
•    System Administrator Training
•    Infrastructure/IT Technical Training
•    System Configuration and Provisioning Training
•    Call Taker/Dispatcher/Supervisor Training
•    Support Staff and Management Training (assuming there may be report generation or data accessed by this group only)
•    LERMS Training
•    Mobile Data Train-the-Trainer
•    Web CAD or Web LERMS situational awareness applications (for non-dispatch personnel)
•    Handheld applications (if procured)
•    Any other training needs discovered during the project execution
- Alarm Tracking and Billing
•    The system is able to determine fees for agency-defined transaction types.
•    The system allows agency defined criteria for billing purposes.
•    The system tracks complete location and alarm history.
•    The system creates department specific warning letters based on business rules established by the agency.
•    The system generates department designed invoices based on business rules established by the agency.
•    The alarm tracking and billing module is integrated with CAD.
•    The system is able to create department specific reports from any data field of the alarm record.
•    The system can interface to a 3rd Party alarm billing software (if needed).
- Case Management
•    The system maintains a database of current cases and statuses.
•    The system is able to use the case management module as a supervisory tool.  
•    Viewing of Investigative data and documents can be restricted to selected users, either in conjunction with or separately from restriction of incident reporting data and documents.
•    Investigators and Supervisors can view indicators of investigative effort and workload for each case, including solvability, number of reports written, property count, number of persons involved, and number of words of narrative reported.
•    The system allows for agency-defined case activities (e.g. table driven coding).
•    The system will have the ability to integrate case activities with commercial calendar applications (e.g. Microsoft Outlook).
•    The link analysis tool provides functionality to map out relationships between entities.
- Messaging
•    The system includes a native, integrated messaging service that enables text messages between all users of the system and select external recipients based on security authorizations.
•    The CAD system messaging facility is available from CAD workstations, mobile computers, handheld communications devices and any other device or interfaced system that has access to the CAD system.
•    Web-based remote devices can also be used with the CAD system messaging facilities.
