Closed-Circuit Television Inspection Software Platform

The Vendor is required to provide closed-circuit television (CC-TV) software platform to support pipeline inspection operations.
- The software shall provide advanced data collection, storage, analysis, reporting, and asset management capabilities to support inspection, maintenance, and regulatory compliance activities.
- The software shall include:
•    Unlimited cloud data storage capacity for inspection videos, images, condition assessments, and associated metadata.
•    No recurring storage limits, data caps, or tiered storage restrictions.
•    Secure storage structure that preserves data integrity and ensures long-term accessibility.
•    Searchable and indexed inspection records, including pipeline segment identification, inspection dates, defect coding, and operator notes.
•    Data export functionality in commonly used formats (e.g., PACP-compatible databases, video files, reports, GIS-compatible formats).
•    Backup and recovery capabilities to prevent data loss.
•    Ability to manage historical inspection data and support comparison of inspections over time.
- The software shall incorporate AI-assisted analysis tools that include, at minimum:
•    Automated detection and classification of pipeline defects and conditions from CCTV video.
•    Identification of structural, operational, and maintenance-related deficiencies consistent with recognized condition assessment standards.
•    Operator review and verification of AI-generated observations prior to final report submission.
•    Automated coding support compatible with NAASCO inspection standards.
•    Software certification from NASSCO.
•    Visual annotation of detected defects within video and image files.
- System Integration and Compatibility
•    Be fully compatible with existing and future CCTV inspection camera truck systems.
•    Support integration with GIS platforms and asset management systems.
•    Allow import of legacy inspection data from existing databases, where applicable.
•    Operate reliably in mobile field environments with offline capability and data synchronization when connectivity is restored.
