The Vendor is required to provide an Articulate Storyline 360–compliant Learning Management System (LMS) hosting solution to deploy and manage its SmartDriver online training modules in English, French, and Spanish.
- Standards compliance
• The LMS must be SCORM 2004 (3rd edition) compliant and support the most current versions of SCORM.
• The LMS must support WCAG 2.0 AA or WSAG 2.1 requirements
• The LMS must support HTML5
• The LMS platform must conform to the Government Standard on Web Usability and the Standard on Web Accessibility
• The LMS must support embedded .mp4 files.
• The LMS interfaces for state and state clients must be compliant with the latest Government and state standards including SmartDriver visual branding
• The LMS must be able to import SCORM content packages, support SCORM metadata and the sequencing and navigation rules (course organization and learning delivery in SCORM 2004)
• The LMS must have course versioning and upgrading capacity.
- The LMS should have a scalable architecture that accommodates at least 100 concurrent users.
- The LMS should also support various web browsers, including Microsoft Edge and other standard browsers including Chrome, Safari and Firefox.
- The LMS should have a current in-portal browser-verification diagnostic tool.
- The LMS must have the ability to define a variety of permission and user roles, including:
• System Administrator – maintain and configure LMS.
• Training Administrator – track and report functions, assign user access privileges and have access to the repository.
• Course Administrator – register learners, assign modules/lessons, access learner progress and classroom resources.
• Learner – self-register, access modules and participant notes.
• The learner and instructor registration and login procedures must utilize a straightforward and simple e-learning data model and workflow process.
• The LMS must have secured access and utilize a user ID and password to authorize access.
• Available customer support for all participants and LMS training for courseware Administrators at set- up prior to implementation.
• The LMS should have a “Help” function and English and French participant guides.
- The LMS must provide the following searchable activity functionality:
• Pull reports against multiple data fields (i.e. completion by learning stream);
• Conduct a simple search (status of an individual participant);
• Save customized searches/reports (i.e. activation/completion reports);
• Export reports to Excel.
• Pull reports against course lists;
• Pull reports against course evaluation.
