The Vendor is required to provide for a Parking Management System.
- Parking rates during enforcement hours are $1.25 per hour in municipal lots and $1.50 per hour on-street.
- Paid parking options in the downtown core range from on-street to parking lots, with a mix of meters and pay by plate machines.
- The City has also partnered with Hotspot Parking to provide a mobile parking payment option which can be used to park in any paid parking space within the downtown core.
- Provide a controlled system for trades people to park at metered spaces in the downtown core when engaged in repairs, or renovations, etc., and no other parking is available to them. Meter hoods may also be rented for persons moving in or out of a downtown residence.
- Provide hosted web-based software solution that encompasses both parking enforcement technology and a citation management system that will supply a complete end-to-end parking management system that includes: the issuance of parking tickets, the issuance of parking permits, online ticket payment, generation of notices, and reporting.
- The expected outcome of this procurement process is to secure a multi-year contract for the supply of a turnkey, out-of-thebox solution requiring minimal customization and capable of integrating easily with existing infrastructure.
- Parking Ticket Issuance and Management
• Ability for officers to issue and print parking tickets and synchronize new tickets to the system while out in the field.
• Ability to look up and track issued and pending tickets.
• Ability to manage and tracking parking ticket payment processing.
• Capability to integrate with a vehicle camera system for Automatic License Plate Reader
• Provide complete management for the lifecycle of a parking infraction from beginning to end.
- Parking Permit Issuance and Management
• Ability to purchase parking permits for municipal lots.
• Ability to manage, lookup, and verify parking permits in real-time or near real-time.
• Ability to manage and track parking permit payment processing
• Ability to set limits on parking permits for a street, lot, or person/household.
• Ability to create and deliver customer notifications.
- Mobile Field Communication and Devices
• Ability to connect from Windows, Android, or iOS devices on LAN, WLAN, or LTE cellular networks.
• Ticket printers have the ability to connect via Bluetooth with Windows, Android, or iOS devices with long battery life and mobile charging adapter or dock.
• Ability to connect to real-time or near real-time information from anywhere out in the field.
• Ability to seamlessly pick up where the officer left off in any screen should the signal become temporarily unavailable or disconnected, so that no data is lost.
• Ability to automatically import the officer’s signature on tickets based on the officer logged into the authenticated session.
• Ability to quickly fill in fields of a ticket with automated default fields, quick select drop-down fields, or other smart fill text entry options.
• Ability to import pictures taken with the mobile device into the ticket or data record.
• Ability to easily query information on vehicle status and provide the officer with warning or notification screens when applicable.
- Customer Self-Serve Portal
• Ability for members of the public to connect to a customer self-serve web portal to complete payment transactions, view and print receipts, view tickets or permits on account, view and edit personal information.
• Ability to display information and notices on status of tickets and permits including customer options for each stage of the process.
• Ability to access self-service user profile security that include user login and password for authentication, and forgot password reset or change password options.
• Ability to subscribe to email notification for parking permit information.
• System ability to end a customer self-service session after a period of inactivity.
• System ability to close/terminate a customer self-service account at customer request or after a determined period of extended non-use.
- Reporting
• Ability to produce customized reports with user friendly templates on a variety of data and metrics with the ability to export the reports to MS Excel, PDF, or other Reporting Servers.
• Ability to create and manage built-in and custom reporting dashboards.
• Ability to provide reporting based on user access/permissions.
