The vendor is required to provide online proctoring service vendors to provide secure, accessible, and high-quality online proctoring services in support of credit-bearing academic courses.
- Must offer online proctoring services for academic courses.
- General Service model
• Provide online proctoring services directly to university faculty and students, with university’s ecampus overseeing implementation, coordination, and quality control. Faculty and students may interact directly with the vendor for operational and technical support.
• Services will be provided on an as-needed basis and may support a projected annual volume of online exam sessions, with the ability to scale to meet increased demand at the university’s discretion.
- Exam integrity and proctoring services
• Provide live, real-time proctoring services designed to preserve academic integrity and ensure secure exam delivery. Services may include, but are not limited to:
• Identity verification performed by a trained human proctor using government issued and/or university-issued identification
• Secure testing environments utilizing a lockdown browser (preferred) or a fully locked-down and operational browser extension compatible with university supported operating systems and devices
• Real-time monitoring and intervention by trained proctors throughout the duration of the exam
• Live environment scans conducted at the start of each testing session
• Ai-assisted live proctoring, provided that human proctors actively monitor sessions in real time
• Websites available to students, including log-in page(s), must be fully compliant with title ii and current WCAG standards for accessibility
• Fully automated or record-only proctoring models without real-time human oversight are not acceptable
- Reporting, record retention, and analytics
• Provide comprehensive reporting and documentation related to exam sessions, including:
o Full session recordings capturing screen activity, video, and audio
o Incident reports reviewed and evaluated by trained proctoring professionals prior to release
o Clearly timestamped incidents with sufficient narrative detail for instructor review
o Analytics and reporting capabilities disaggregated by course, date, and time period
o Provide metrics on start-up time from similar institutions, including:
o Time to exam start from initial launch/click of service by students
o Time to exam start from connection to proctor (Average required. Inclusion of median start-up times preferred and favorable. One standard deviation form mean preferred and favorable.)
• Session recordings and related data must be retained for a minimum period of 12 months and made accessible to authorized university personnel, with the ability to download recordings in standard, non-proprietary formats
• Solutions that provide session recordings retained for a minimum of 24 months, with access for authorized university personnel and the ability to download recordings in standard, non-proprietary formats, are strongly preferred. Alternatively, solutions that can provide recordings within 48 hours upon request by authorized university personnel will also be viewed favorably
- Scheduling, fees, and payment administration
• Provide continuous support, 24/7 exam availability. The university intends to pay for standard exam sessions, while permitting students to be charged for late scheduling, late cancellation, or no-show fees, as applicable and defined in the scope of work
• Scheduling, cancellation, and connection-time performance standards will be established contractually and monitored for compliance.
