The Vendor is required to provide enterprise resource planning (ERP) visioning and strategic planning, lead requirements development, prepare a comprehensive ERP system replacement RFP, provide evaluation tools and demonstration scripts, and facilitate the subsequent procurement and negotiations with ERP vendors.
- Requirement:
1. ERP visioning and strategic planning
• Facilitate goals workshops; define success measures, scope, governance, and implementation options (big bang vs. phased).
• Develop initial risk register and mitigation strategies.
• Produce an ERP strategic plan deck suitable for executive alignment and communications.
2. Requirements development and current state analysis
• Plan and deliver stakeholder workshops using a municipal ERP requirements library as a baseline; tailor to the city context.
• Document functional and non-functional requirements; define mandatories and evaluation criteria.
• Conduct gap analysis, maturity assessment, and data migration readiness (profiling approach, extraction options, reconciliation strategy).
3. ERP system RFP development
• Draft the full ERP system replacement RFP using city templates; include schedules for requirements, pricing, integrations, testing, OCM, and sustainment.
• Create vendor response matrices, compliance checklists, and a demo script aligned to the city’s priority processes.
• Finalize after city review and incorporate addenda-ready Q&A language.
4. Procurement facilitation and evaluation support
• Manage Q&A and prepare addenda; conduct mandatory compliance checks.
• Deliver evaluator training; provide scoring templates; facilitate consensus meetings.
• Lead vendor demo logistics; compile scores; support shortlisting and preferred vendor selection.
• Support contract negotiations with the preferred vendor(s).
5. Implementation readiness (optional add-on)
• Provide optional advisory during ERP implementation: project governance coaching, risk management, release and change management support, quality gates, data migration oversight, test strategy, OCM coaching, and hyper care planning.
• This add-on must be priced separately with rate cards and estimated call-up hours.
