The Vendor is required to provide for a state hosted web-based software solution that encompasses both parking enforcement technology and a citation management system that will supply a complete end-to-end parking management system that includes: the issuance of parking tickets, the issuance of parking permits, online ticket payment, generation of notices, and reporting.
- The solution will replace and enhance the capabilities of the current system and to add a customer self-service portal. The expected outcome of this procurement process is to secure a multi-year contract for the supply of a turnkey, out-of-the box solution requiring minimal customization and capable of integrating easily with existing infrastructure. Vendor responsibilities would include, but is not limited to the supply, delivery, installation, implementation (including data migration and testing), hosting, training, maintenance, and support for a fully integrated parking management system.
- License Plate Recognition (LPR) technology
o Any implementation of Licence Plate Recognition (LPR) technology must comply with applicable privacy legislation, including the Act (MFIPPA).
o The solution must support data minimization, configurable data retention policies, and auditability of access to personal information.
o The proponent must support the completion of a Privacy Impact Assessment (PIA) prior to implementation.
- Parking Ticket Issuance and Management
• Provide comprehensive functionality to support the full lifecycle management of parking infractions from issuance through to resolution.
- Parking Permit Issuance and Management
• Provide comprehensive functionality to support the issuance, administration, tracking, and oversight of parking permits for municipal parking operations.
- Mobile Field Communication and Devices
• Provide comprehensive mobile field functionality that enables officers to securely access, capture, update, and manage enforcement information in real-time or near real-time across supported mobile devices and networks.
- Customer Self-Serve Portal
• Provide a secure customer self-serve portal that enables the public to access account information, manage personal details, view ticket and permit status, complete eligible transactions, and receive relevant notifications.
- Multi System Integration Capability
• Ability to integrate, interface, or communicate with existing software currently in use at the City through API’s to pull or push various information, and gather information for reporting purposes.
• Payment processing functionality complies with PCI-DSS standards.
• Payment card data are not stored within the application.
• Payment transactions are processed through certified third-party payment processors using tokenization or equivalent secure methods.
• All APIs are secured using industry-standard authentication methods (e.g., OAuth 2.0, API keys with rotation, or equivalent).
• The solution supports secure transmission of data and appropriate rate limiting and access controls.
- IT System Requirements
• Hosted solution's hardware infrastructure uses current manufacture supported hardware, is maintained according to manufacturer’s guidelines or better.
• Hosted solution's software, data bases, and services are all current release versions and are actively monitored for security threats and patched immediately.
• System is accessible through a secure internet web browser.
• Solution is fully accessible based on the Act guidelines.
• Updates to the system to take place after hours and system must not compromise the City’s server or infrastructure.
• Data is encrypted while in transit and in storage.
• Vendor access to the system is restricted to authorized personnel only and require multi-factor authentication.
• All vendor access is logged and available for audit by the City.
