The Vendor is required to provide HR systems development services to develop sustainable structures and systems that comply with applicable laws, regulations, and best practices.
- Objectives
• Compliance assurance: develop and monitor policies and procedures to ensure adherence to state and federal regulations, and audit compliance findings.
• Operational efficiency: improve internal workflows and service delivery models.
• Capacity building: train district personnel on compliance, best practices, and efficient system management.
• Sustainability: establish mechanisms to ensure long-term compliance and continuous improvement.
• Human resources support: strengthen HR functions, including recruitment, retention, compliance, and employee relations.
• Risk management: implement measures to minimize financial and operational risks, including separation of duties.
• Talent management: work with talent leadership to develop systems and checks that ensure efficiencies and address talent identification and retention.
• Finance partnership: monitor on-going collaboration with the finance and payroll department to ensure segregation of duties and role clarity, enhancing internal controls and reducing financial risk.

• Review and update existing policies and procedures to ensure compliance with state laws and federal guidelines.
• Recommend policies to address gaps in governance, operations, or compliance, as needed.
• Establish standard operating procedures (sops) for critical functions within the division.
2. Compliance and risk mitigation
• Recommend best practices for internal controls and accountability.
• Develop and monitor systems to track adherence to compliance requirements.
3. Training and capacity building
• Provide training sessions for district personnel on policy changes and compliance requirements.
• Develop training materials and resources for continued staff education.
4. System and process improvement
• Assess current operational systems and identify inefficiencies.
• Recommend improvements to technology, data management, and reporting structures.
• Optimize HR processes, including recruitment, onboarding, and retention strategies.
5. Employee relations and HR compliance
• Improve recordkeeping practices for accuracy, security, and compliance.
