The Vendor is required to provide a cloud-based learning management system (LMS) designed to replace the existing platform, the solution will be Software as a Service (SaaS)
- The solution will be Software as a Service (SaaS) with high availability, security and regulatory compliance.
- The University currently utilizes an open-source LMS named Moodle and is seeking to transition to a more advanced, scalable, accessible, and more fully supported platform that more thoroughly addresses the evolving needs of students, faculty, and academic programs.
- Services shall include, at a minimum:
• Provisioning, hosting, and maintenance of the LMS
• Configuration and implementation services
• Integration with institutional systems
• Migration of course content from the incumbent LMS
• Training and change management services
• Ongoing support and system enhancements
- Core LMS Capabilities
• Course creation, delivery, and management
• Organization of instructional content using modules, pages, and reusable resources
• Role-based access controls for students, faculty, staff, administrators, and non-credit learners
• Assignments, assessments, discussions, rubrics, and grading workflows
• Gradebook functionality with export and reporting capabilities
• Managed and version-controlled standardized course templates that promote consistency, accessibility, and quality across academic programs, while allowing faculty and programs appropriate flexibility within approved design frameworks.
• Student engagement and communication tools
• Mobile-responsive access across commonly used devices and operating systems
- Synchronous and Asynchronous Learning
• Asynchronous learning, allowing learners to access content, complete coursework, and participate in activities on a flexible schedule
• Synchronous learning, including real-time virtual instruction, collaboration, and engagement
• Hybrid and blended learning models combining synchronous and asynchronous instruction
- Attendance Capture w/ Location Validation
• Attendance functionality must include options to validate physical presence or location
• Device proximity
• Network validation
• Or comparable controls to prevent unauthorized attendance submissions
• Or integrate with third party tool to add physical verifications
• Attendance is a native LMS feature or an add-on.
• Attendance data can be included in grading workflows.
• Attendance data can integrate with advising or student success systems.

- Staff Development, Micro-Credentials, and Badging
• Delivery of staff training and professional development programs

• Digital badging capabilities to recognize achievement, skill acquisition, and completion of learning pathways
• Tracking and reporting on learner progress, completion, and credential attainment
- Migration of services from existing course content and data
• Must support Implementation of standardized course templates to ensure consistency across academic programs.
• Must have tools and features that support accessibility, mobile responsiveness, and universal design for learning (UDL).
• Must be able to provide distinct areas for academic courses
• Data must include rolling three academic years
- Navigate 360 and Student Information System Integration
• Must provide existing production-level integrations with EAB Navigate 360 and Ellucian Self Service
• Integration must support secure, reliable transfer of grades, attendance data, academic progress indicators
• Must provide course enrollment information to enable advisor dashboards, early alert workflows, census reporting, and student success monitoring.
