The Vendor is required to provide the ability to deliver an operational weather forecasting data services solution (the “Solution”) that offers high forecast quality and operational reliability and enables modular evolution of the system.
- The Solution is required to deliver operationally reliable, probabilistic (ensemble based), statistically post-processed meteorological forecasts and associated data/visual products to support hydroelectric operations.
- Deliver an operational weather forecasting data services solution (the “Solution”) that that offers high forecast quality and operational reliability, while enabling modular evolution of the system (including future integration of AI-based models and potential additional weather-related decision-support capabilities).
- The Solution is required to be ready within 4 (four) months of Agreement execution for testing and operationally ready by early 2027.
- Custom map-based forecast graphics and controllable animations available via a web portal.
- Supports future integration of new models including AI-based ones.
- Supports adding/removing model/ensemble sources while maintaining consistent output behavior.
- Monitoring, alerting, and appropriate redundancy.
- The ability to fail gracefully (produce best-available outputs on time when inputs are incomplete), with clear degraded-mode indicators and notifications.
- A non-production/testing environment for validation of changes prior to operational deployment.
- Must maintain a consistent number of output weather scenarios even when some input members are missing. This includes an appropriate degraded-mode strategy (resampling/weighting of remaining members), and flagging/notification of degraded status.
