The Vendor is required to provide to support its digital forms and workflow platforms, including licensing, implementation, support, and continuous improvement services.
- Capable of providing services across one or more platform areas, including Adobe Experience Manager Forms as a Cloud Service (AEMaaCS), Adobe Acrobat Sign, OnPhase, Atlassian Cloud products, and other forms and workflow solutions.
- This includes platforms such as:
• Adobe Experience Manager Forms as a Cloud Service (AEMaaCS) & Adobe Acrobat Sign
• OnPhase platform
• Atlassian Cloud products (Guard, Jira, Confluence, and Jira Service Management with Service Collection)
• Other forms authoring, data storage, workflow, and AI-enabled automation tools
- Provide licensing, implementation, and support services to assist the Government in maintaining, enhancing, and evolving its digital service platforms, as well as designing and delivering online services and forms on these platforms.
- Made significant investments in modernizing its digital service delivery capabilities through the implementation of enterprise platforms supporting online forms, digital identity, workflow automation, and service integration.
- Foundational platforms now in place, Government is transitioning to a sustainment and continuous improvement model, focusing on:
• Platform stability and reliability
• Ongoing licensing and vendor management
• Enhancements and integrations across systems
• Improved user experience and accessibility
• Automation and innovation, including AI-enabled solutions
- Licensing Services
o Provision and management of software licenses for applicable platforms including Adobe
o Experience Manager Forms as a Cloud Service (AEMaaCS), Adobe Acrobat Sign, OnPhase, Atlassian Guard/Jira/Confluence/JSM.
o License renewals, entitlement tracking, optimization and compliance monitoring
o Advisory on licensing models and cost efficiencies
- Implementation & Configuration
o Design, configuration, and deployment of platform solutions in alignment with Government Design Guide.
o Forms development, workflow configuration, and system setup.
o Configuration improvements, including data handling rules, validation rules, metadata and lifecycle management.
o Integration setup, including APIs, connectors (e.g., SharePoint, databases), and state (OIDC/SAML) integration
o Migration of legacy forms or services to modern platforms
- Enhancements & Integrations
o Development of new features, workflows, and service integrations
o Continuous improvement and modernization of existing platforms and form/ workflow implementations
o Advanced configuration, workflow automation and API and connector integrations, as needed.
o Support authentication and account mapping using single sign-on technologies (OIDC, SAML).
o Optional professional services for enhancements or modernization initiatives.
- Support & Maintenance
o Ongoing platform sustainment and operational support across development, test, and production environments.
o Incident management, issue resolution and root cause analysis.
o System monitoring, performance tuning, and optimization.
o Maintenance activities including patching, upgrades, and operational continuity
- Training, Advisory & Consulting Services
o Technical and architectural guidance.
o Platform training, documentation, design guidance and knowledge transfer.
o Development of operational documentation and runbooks.
o Platform roadmap support and optimization strategies
o Best practices and recommendations for digital service delivery, accessibility, and security
o Evaluation and implementation of emerging technologies (e.g., AI, automation tools).
