The Vendor is required to provide for the supply of parking access and revenue control systems (PARCS) for the market square parking garage and peel plaza parking garage.
- The system is intended to function primarily as a pay on foot operation with two pay station terminals located in the main garage adjacent to the elevator lobbies and a third station in the closer elevator lobby for the agency.
- The entry and exit lane terminals accept special use bar coded tickets at entry/exit to accommodate validation discounts. Credit card payments can also be made at the exit lane terminals by inserting the card they do not accommodate tap. The Hotspot App can also be used by transient (hourly/daily) parkers to enter and exit the garage, but to date it receives little use.
- The system to validate hotel guest parking validation system and convert tickets to hotel term passes with entry/exit privileges.
- The entry and exit terminals can also accept special use bar coded tickets at entry/exit to accommodate validation discounts. Credit card payments can be made at each of the entry and exit lane terminals, but debit cards are not accepted.
- The PARCS shall include a Hotel Validation System that enables hotels to validate parking for their guests in a secure, auditable, and operationally efficient manner, with preferred capability to validate through hotel room keycards
- The system should be PC based and multi-site capable.
- The PARCS will incorporate appropriate functionality to accommodate monthly parkers with proximity card access on a 24 hour per day, 7 day per week basis.
- All parking equipment, including card readers, entry/exit terminals, barrier gates, traffic signals and lot full signs, etc., must be accessible and controllable in real time from the central management station (or remote location).
- Parking gates controlling all entry and exit access points to the parking facility must be linked to the building(s) fire alarm system(s) and raise and remain in the open position if a fire alarm or power outage is activated or on manual override. The gates would be lowered from the central management station or remotely after receiving an “all clear” from the fire department.
- Identity and Access Management:
• The system must support role‑based access control (RBAC) configurable by the City.
• Administrative access must be restricted and auditable.
• The system must support strong password policies.
