The Vendor is required to provide for Azure Virtual Desktop (AVD) Cloud Solution Provider (CSP) Subscription Migration and Managed Services.
- All aspects of ongoing management and support of the AVD environment post-migration, including host pool design and scaling, session host image creation and management, FSLogix profile containers, application packaging and delivery, Microsoft Entra ID and Conditional Access, networking and Entra ID integration, monitoring and diagnostics (Azure Monitor, Log Analytics, Insights), AVD security hardening, and FSLogix profile support.
- The migration must result in a fully operational AVD environment in the new subscription with all production services, data, automation, monitoring, and user access restored before the incumbent subscription is decommissioned.
- This platform license resides within the incumbent’s tooling and billing relationship and will not transfer to agency upon contract conclusion.
- Auto-Scaling and Host Pool Scheduling
• Schedule-based scaling: define active hours per host pool per day of week; automatically start/stop hosts on schedule
• Usage-based scaling: dynamically provision/deprovision hosts in response to real-time session load
• Pre-stage hosts ahead of scheduled peak periods (e.g., before 8:00 AM for student pools)
• Drain mode automation: set hosts to drain mode and shut down gracefully after sessions end
• Personal pool hibernate/deallocate for the IT personal pool (hp-AVD-ITE-prod)
• GPU pool-aware scaling: conservative scale-out thresholds for Staff Graphics (AVDE-StfGPU-*) and Student Graphics (AVDE-StuGPU-*) pools
• Maintenance window scaling tags: suspend autoscale during maintenance windows
• All scale events logged to Log Analytics with reason, host name, and session count
- Provide an annual on-site visit at agency in September for the new education year, typically during the first week of classes (one to two business days).
- Golden Image Management
• Monthly minimum image refresh cycle for all pool types: IT Base, Staff Base, Staff Graphics, Student Base, Student Graphics
• Builds should include current Windows Update patches, M365 app updates, FSLogix agent updates, and agency-provided application updates
• Trusted Launch variants produced alongside standard images for each pool type
• Images validated in pilot session host before promotion to production
• Staging gallery should retain minimum two prior versions for rollback
• Image build failures alerted within 30 minutes; resolution timeline communicated to agency IT within 2 hours
- Session and Host Health Monitoring
• Continuous monitoring of all session host availability, agent health, and connectivity;
• Automated detection and response to NoHealthyRdsh and RdshUnavailable conditions;
• Automated restart or reimage of failed hosts where safe; escalate to agency IT if not appropriate;
• Disk space monitoring and GPU health monitoring on all A10 v5 GPU session hosts; and
• All alert notifications flow through existing Logic App pipeline to correct Teams channels and email recipients.
