The Vendor is required to provide independent advisory services to support the readiness, analysis, and pre-implementation planning for a centralized enforcement case management system (CMS).
- The CMS will support two functions:
• Enforcement operations end-to-end, including complaint intake, investigations, evidence management, compliance actions, including administrative penalty system (APS), notice of contraventions, property standards orders, certificate of offence and part iii summons, management, long-term records retention; and,
• Comprehensive reporting and analytics, including but not limited to:
o Operational reporting (case status, workload, timelines, enforcement activity)
o Management and executive dashboards for oversight and performance monitoring
o Compliance and statutory reporting (program metrics, aps outcomes, legislative reporting
o Audit, disclosure, and legal reporting to support court, tribunal, FOI, and internal oversight requirements.
