Data Aggregation and Resource Platform

The Vendor is required to provide that integrates two closely connected components, enabling the department to modernize its data utilization and improve how veterans are connected to benefits and resources.
- The first component is the creation of a data aggregation platform with reporting dashboard capabilities.
- Integrate current data solutions agency has as well as integrate with additional data resources through community and governmental partnerships.
- The second component is to build an emerging technology system such as secure data-sharing APIs, AI-powered eligibility engines, and mobile-first platforms to develop an ala cart digital concierge tool.
- This system would:
• Aggregate all available veteran benefits and resources (federal, state, local, nonprofit, and philanthropic) into a single searchable platform.
• Resources and benefits will clearly identify eligibility requirements to comply with the state of state definition of a veteran and the federal definition of a veteran.
• Allow users to self-select interest and needs through a guided pathway, generating a personalized “benefit and resource cart.”
• Automate referrals and application submissions to relevant agencies (both governmental and non-governmental).
• Include real-time support from accredited veteran service officers (VSOS) and AI-enhanced assistants.
• Ensure compliance with privacy, security, and ADA accessibility standards.
- Clearly defined vetting process for non-profit organizations, service providers and standards implemented to ensure accountability for all resources to be providing quality and timely services to veterans and their family members.
- Ensuring that both business entities and non-profit organizations are current with all applicable federal and state requirements to maintain business operations or nonprofit status.
- All times during the term of this agreement, maintain an active authorization under FEDRAMP (federal risk and authorization management program) at a level commensurate with the sensitivity and impact level of the data and services provided.
