The Vendor is required to provide set-up, provision, and ongoing support of a hosted integrated cloud-based library management system (LMS) that includes acquisitions, circulation, cataloguing, interlibrary loan, electronic resource management functions as well as a user-facing public access interface with discovery features to replace jus library’s existing solution.
- Provision, configuration, appropriate administrative access and customer support for the agreed upon server environments and bundle of services and features required to support the following functions and third-party integrations:
• Acquisitions with fund accounting
• Cataloguing and authority control
• Circulation and self-checkout capabilities
• Serials control
• Inter-library loans
• Electronic resource management including user authentication for e-resource access
• Online public access catalogue (OPAC) with discovery features that meet legal accessibility requirements
• Search including: wild-card searching; left-to-right matches with automatic right-hand truncation; left-to-right matches without automatic right-hand truncation, internal truncation, searching for terms in any position in a field; browse searches including but not limited to author, title, subject, and call number, non-Boolean operations such as greater than, less than, equal to, nested logic for Boolean operations; Boolean operators in a keyword search, proximity operators in a keyword search, and phrase searching.
• Data querying and retrieval functions, logs, management reports and statistics
• Z39.50 client and z39.50 server to permit remote searching of other library catalogues (client) and searching of the local catalogue by remote users (server)
• Proxy that facilitates network traffic between the library's internal network (including the LMS) and the wider internet.
• Its main function is to provide secure and controlled access to third-party resources from the LMS for purposes of authentication, security, statistical reporting and access control
• Link resolver with title-level metadata for ease of content discoverability and full-text linking, allowing justice libraries to indicate their holdings and accessible content with links to the full-text
• A secure representational state transfer (rest) API to access and update records.
• Service level agreement has a minimum service level agreement (SLA) of 99.6% annual uptime/availability.
• There must be no more than a 0.4% annual unscheduled system downtime.
