The Vendor is required to provide proposals for a cost-efficient, specifications for the inventory – compliant bridge management system (BMS).
- The new BMS will serve to assist decision-makers in developing cost-effective improvements and long-term investment strategies that achieve optimal levels of service across state bridges based on funding constraints.
- The proposed system must provide a reporting solution that is accessible and configurable, and offers screen-display queries, dashboards, and printing options. The system must generate charts, graphs, and tables that provide projections of bridge performance based on deterioration models.
- The system must include an optimization engine that maximizes asset lifecycle performance under both constrained and unconstrained funding scenarios and investment strategies.
- The system must maintain a complete statewide bridge inventory, including structure condition and deficiencies.
- The system must support on premises data storage, with SaaS as an optional alternative. The hosting decision will be strongly driven by cost.
- The system must perform regular, non disruptive system updates.
- The system must have role based access control for internal and external users.
- The system should preserve geospatial attributes for all bridge assets and include full GIS capabilities, interactive maps and filters made available in dashboards. Spatial data for use in external mapping systems should also be included. Please explain details if this requirement can be met.
- The system should include advanced visualizations (heat maps, deterioration curves, scenario overlays).
