Enterprise Fleet, Maintenance and Asset Management Systems

The Vendor is required to provide assess the current market for modern enterprise fleet, maintenance, inventory, and asset management solutions to support the replacement of its existing keys and avantis systems.
- Avantis, which primarily supports maintenance management, shop operations, inventory management, and enterprise asset management functions.
- These systems collectively support a broad range of operational activities associated with vehicle assignment, reservations, maintenance operations, inventory management, work order processing, asset lifecycle management, finance, reporting, and operational administration across multiple government programs and service areas.
- Geographic dispersion and remoteness: Services must support communities spread across large distances, one of which is only accessible by air or seasonal road.
- Connectivity constraints: While Whitehorse has modern broadband infrastructure, many rural and remote communities rely on lower-bandwidth terrestrial links or satellite connectivity, which can affect latency, reliability, and bandwidth-intensive services.
- Harsh environmental conditions: Extreme cold and seasonal variability can impact physical infrastructure, logistics, and maintenance cycles for field equipment and network assets.
- Limited on-site redundancy: Compared to large southern jurisdictions, there is often less duplication of critical systems and infrastructure locally, increasing reliance on cloud services or off-territory hosting for resilience.
- Logistical and supply chain delays: Hardware replacement, specialist technician availability, and infrastructure upgrades can take longer due to distance and transportation constraints.
- Cybersecurity and resilience considerations: Smaller IT teams often manage enterprise-scale systems, making managed services, automation, and strong identity/security frameworks particularly important.
- Requires greater integration between operational and maintenance domains, improved analytics and reporting capabilities, enhanced mobile enablement, modern cloud-based architecture, stronger interoperability, improved user experience, and better support for long-term lifecycle and capital planning activities.
- A single enterprise platform supporting operational fleet management, maintenance management, inventory management, and enterprise asset lifecycle management capabilities within one integrated environment; or
- Obtain any additional information, recommendations, lessons learned, or observations that respondents believe would assist the Government in developing a successful future procurement and implementation strategy.
