The Vendor is required to provide information about a program that provides comprehensive data validation and cross-reference research abilities using publicly and proprietarily available information to support police investigations.
- This program must generate clear reports of results for use by investigators to aid in the development of leads and assist in finding pointer information responsible for the successful resolution of cases.
- Ideal aggregation of datasets would include locate information (e.g., real-time phone numbers, historical phone and address records, and email/social media), background information (e.g., social security numbers, date of birth, marriage/divorce records, possible associated relatives), and other official records (e.g., business records, assets, licenses, tax records, etc.).
- This program must have individual user accounts that can be audited to the individual search level and must comply with City privacy policies, the Transparent and Responsible Use of Surveillance Technology (TRUST) Ordinance, and administrative regulations.
- In addition, the program must contain a mandatory reference ID field for each inquiry. The number of user accounts must be scalable as needs increase among Department personnel.
