The Vendor is required to provide digital parking solution will modernize both on street and off-street paid parking operations, enhance the overall customer experience, and provide the city with improved parking management, reporting, and enforcement capabilities.
1. System design and project management
• Provide overall project management, including direction, coordination, and delivery of all aspects of the services
• Coordinate all project components and disciplines, as required (e.g., civil, architectural, structural, mechanical, electrical, environmental)
• Conduct a project kickoff and requirements confirmation with city staff
• Participate in biweekly project meetings to provide status updates, identify issues, and confirm next steps
• Provide a detailed implementation plan, including milestones, timelines, and responsibilities
• Coordinate all activities related to system delivery and deployment
• Identify risks and mitigation strategies throughout project execution
2. Phasing and implementation
• Proposed implementation phases (e.g., pilot areas, core zones, staged rollout)
• Sequence and timing for:
o Installation of parking signage o activation of parking zones
o Launch of the website and mobile application
• Coordination between signage installation and system go-live to ensure clear and accurate information for the public
• Transition from existing parking systems or processes, if applicable
• Measures to minimize disruption to the public, businesses, and enforcement operations
• Identification of key milestones, dependencies, and city approval points
3. Signage phasing and installation
• A sign plan detailing installation locations, with consideration of existing signage and the city of Moose Jaw traffic bylaw no. 5556.
• A proposed schedule for signage installation by zone or area
• Coordination to avoid scenarios where signage is installed without operational payment systems (or vice versa)
• Recommendations for temporary or transitional signage, where required
• Responsibilities for installation, removal, or replacement of existing signage
4. Application launch and service rollout
• Timing for mobile application and website availability (e.g., soft launch, public launch)
• Any proposed pilot or parallel-run periods
• Verification of system configuration (rates, zones, time limits) prior to enforcement
• Support arrangements during initial rollout and early operational periods
5. Parking payment hardware (pay stations)
• Accept multiple payment methods, including credit and debit cards, contactless payments, and mobile wallets (apple pay and google pay).
• Support an optional receipt function
• Are weather-resistant and suitable for state climate conditions
• Meet accessibility requirements which shall include but not be limited to act standards, the accessible state act, and the accessible act.
• Comply with the requirements of the current edition of the electrical code, the electrical protection act and the regulations of the electrical protection branch of the department of labour.
• Support the ability to implement rate changes
• Support the ability to extend parking time from a pay station or remotely, where applicable.
• Include all foundations, mounting, power, and communications infrastructure
• Branding options for city logos and public instructions
• Provide remote alert and notification capabilities for operational and maintenance issues (e.g., low paper levels, receipt jams, connectivity issues, etc.)
• Ensure the system supports integration with payment and enforcement platforms and support real time enforcement activities.
• Provide access to qualified service technicians to diagnose and resolve pay station issues in a timely manner.
• Incorporate appropriate physical and operational security measures, including vandal-resistant design, to protect against damage, tampering, and unauthorized access.
6. Mobile and web-based payment application
• The city requires a user friendly mobile and web based payment solution that provides residents and visitors with convenient, accessible, and equitable ways to pay for parking.
• The solution shall support both registered and guest users, prioritize ease of use for first time and occasional users, and minimize barriers to participation while protecting privacy and personal information.
7. Mobile application requirements
• Is compatible with current versions of iOS and android operating systems.
• Is optimized for ease of use, including intuitive navigation and minimal steps to complete a transaction.
• Provides real-time push notifications for parking session updates.
• Maintains performance and usability under varying network conditions, where possible.
8. Web portal requirements
• Allows users to pay for parking without requiring the download of a mobile application.
• Is fully responsive and optimized for use on desktop and mobile browsers.
• Is compatible with current versions of major web browsers, including chrome, safari, edge, and Firefox.
• A user experience that is consistent with the mobile application for core functions.
9. Cash and alternative payment solutions
• Be usable without a smartphone or credit/debit card
• Be intuitive and accessible for first-time and infrequent users
• Integrate with the enforcement system and reporting tools
• Support verification of valid parking sessions by enforcement personnel
• Transaction data to support enforcement, reporting, and administrative oversight
• include appropriate security, fraud prevention, and loss mitigation measures
• Not be dependent on the availability or use of pay stations, recognizing that pay station deployment may be limited or not implemented
9. Parking management system
• Real-time transaction monitoring
• Rate, time, and zone configuration
• Reporting and data export
• User roles and permissions for the number of users required by the city
• Support single-sign on (SSO) for administrative user access using Microsoft entra id as the identity provider
• Communication with all related equipment via the internet through a managed hosting environment.
• Identify the location of the hosting environment and describe how connectivity with system components is maintained.
