• Document and drawing circulation
• Inspection and construction administration
• Securities and financial administration
• CCC/FAC issuance
• Maintenance and deficiency tracking
• Agreement close-out
• Support:
• Workflow status tracking, milestones, approvals, and dependencies
• Review comments, deficiencies, and outstanding actions
• Configurable workflow stages adaptable to evolving business processes
• Provide role-based access control (RBAC) and task assignment
• Maintain audit trails and version control across all records and actions
- Financial and Securities Management
• Support financial workflows related to Development Agreements, including:
• Securities tracking (submission, reduction, release)
• Recovery and reimbursement processes
• Invoice generation and payment tracking
• Financial approvals and auditability
• Provide flexibility to either:
• Replace existing spreadsheet-based processes, or
• Integrate with existing financial models and tools
- Drawing and Document Management
• Support management of large-format engineering drawings (e.g., CAD, PDF, TIF), including:
• Upload, storage, and version control
• Review and markup workflows
• Provide integration capabilities with industry-standard document and drawing review tools where Required
- Development Agreement Generation and Management
• Provide a centralized repository for:
• Agreements, schedules, securities, inspections, certificates, and supporting documentation
• Support:
• Multiple agreement types
• Configurable attributes, templates, and business rules
• Configurable clause and condition libraries
• Support document generation using:
• Standardized templates
• Configurable business logic and calculations
• Support migration, integration, or replacement of:
• Existing Excel-based templates, calculations, and tracking mechanisms
• The City is seeking full replacement of its spreadsheet-based Development Agreement administration processes.
• The proposed solution must not rely on external Excel spreadsheets for ongoing operations, including but not limited to calculations, tracking, workflow management, or document generation.
• “Migration” of existing Excel-based assets is limited to one-time data extraction and transformation into the proposed system.
