Virtual Data Pipeline Test Data Management Software Solution

The Vendor is required to provide a modern data virtualization and test data management solution, or combination of solutions, to replace the board existing Virtual Data Pipeline (“VDP”) capability and enhance the management and protection of test data across non-production environments.
- VDP, or Virtual Data Pipeline, enables the creation, management, and provisioning of virtualized data sets for use in development, testing, and analytics environments.
- This capability is foundational to the agency technology landscape, supporting timely access to consistent, high quality data while reducing reliance on physically replicated datasets.
- With respect to Test Data Management, the objective is to reduce reliance on production data, improve development velocity, and ensure compliance with data protection requirements through integrated capabilities such as data virtualization, sub-setting, masking, and synthetic data generation.
- Reduce environment provisioning time and manual effort
- Data Sub-setting: Creating a smaller, representative slice of production data that preserves referential integrity and business rules while increasing the speed to deliver a test environment.
- Data Protection/Obfuscation: Create test data to simulate real scenarios while employing data masking to protect sensitive information.
- Enable secure non-production environments without use of raw production data
- Provide data quality and test fidelity through realistic, governed test data
- Ensure compliance with privacy, security, and data governance standards
- Roles and responsibilities at each tier, escalation paths, and response/resolution timelines.
- The solution must be compatible with databases hosted on the SQL Server Enterprise database platform.
- The solution must support data referential integrity across database tables that do not have a primary key.
- The solution must support testing to prevent conflicts and data collisions by ensuring that specific data records (entities) are reserved for exclusive use by a tester, test case, or automated test during execution.
- The solution must enable testing teams to reset or rewind database environments to predefined states without re‑provisioning.
