The Vendor is required to provide human resource/payroll software and all related implementation and user training services necessary to replace the city’s current software solution.
- Human resources management:
• Software maintain employee data including, basic demographic information (e.g., birth date, employee number, gender, hire date, contact information), emergency contacts, beneficiaries and dependents
• Maintain data pertaining to employee status history, such as re-hire, new hire, title changes, and whether the position is a replacement or newly created
• Include embedded workflow for approvals based on organization-defined processes including position requisition, candidate review, offer, and new hire approval
• Stored/replaced and updated in an electronic repository for easy, yet secured access
• Performance evaluation module or integrate with external software
• Position control and budgetary authorizations
• Software provide applicant tracking, print batch reject letters, sort by education/skills, etc.
• The ability to communicate automatically with job boards, post positions to the organization’s website
• Software generate offer/rejection letters containing all compensation options to applicant/candidate
• Transition applicant data seamlessly into human resources after the offer has been accepted
• Software have the ability to track, monitor and manage all onboarding processes in one place
• Salary planning tool capable of running scenarios for budget forecasting
• Support a merit increase program based on established pay scales and performance ratings
• Validate minimum and maximum salary (of grade) when pay is changed, and provides warning messages as needed
• Allow for date driven salary changes (allowing past and future changes), including retroactive pay calculation and payment
• Complete employee compensation history (including merit, incentives, commission, pay rate changes, etc.)
• Software allow for accrual calculations on a per hour basis rather than per pay period based on specific inclusions
• Software support various benefit/deduction plans (e.g. Health, dental, vision, life, long-term disability, retirement, FSA, accidental death and dismemberment, tuition reimbursement, etc.)
• Software provide the tools to facilitate bill reconciliation with benefit providers
• Employee leave tracking, reporting by leave type (vacation, sick, jury duty, FMLA, military leave, bereavement, etc.) including intermittent leave and blocks of time
• Worker’s compensation tracking including, injury leave hours, claims, injuries, modified duty calendar days
• Employee development plans
• Show succession planning within the organization
• Employee acknowledgements and policy distribution.
- Self-service portal:
• Benefit/deductions (i.e. Open enrollment) and other information (can these be restricted via the use of approvals
• Software able to support a multitude of flexible schedules and easily allow modifications to employee schedules
• Offer a scheduling module
• Employee input of time worked and leave hours
• Include embedded workflow for approvals based on organization-defined processes to include time entry and leave requests
• Software allow employees to track time by duration, by exception, and by actual time in/out
• Software allow employees to model their paycheck based on changing tax status, salary, benefits, etc.
