The Vendor is required to provide commercial off-the-shelf (COTS) software-as-a-service (SaaS) lease and revenue management system (LRMS).
- Space and facility management
• Maintain a comprehensive inventory of all airports authority spaces and facilities.
• Associate those spaces with one or more agreements and support many-to-many relationships (e.g., one tenant leasing multiple spaces and one space shared by many agreements over time).
• Make space allocation changes including moves, additions, reductions, expansions into adjacent areas, and consolidations of spaces into a single leasehold configuration.
• Configure space types and related classifications and other attributes to meet airports authority business requirements.
• Ensure integration with the airports authority’s geographic information system (GIS) to record precise locations of spaces and facilities.
• Create, categorize, assign, and track property-related issues associated with a space, customer, or agreement record.
- Customer management
• Maintain a centralized, comprehensive database of customers (e.g., airlines, concessionaires, service providers, and other lessees) including organizational profile information.
• Link each customer to one or more agreements and provide a consolidated view of all agreements and obligations associated with that customer.
• Customer self-service portal that enables customers to access their profile, agreement-related documents, invoices, and relevant communications.
• Track customer compliance documents required by agreement terms, including storage of document metadata (document type, effective date, expiration date).
- Invoicing and revenue management
• Generate invoices for all charges defined in agreements, including at minimum fixed rents, fees, mags, percentage of sales rent, usage-based charges (e.g., utilities), and other miscellaneous charges.
• Maintain an accurate, continuously updated accounts receivable (A/R) aging for all customers, recording invoices, other charges, payments, credits, adjustments, and balances at the customer level.
• Apply customer payments to open invoices, including supporting automated payment application.
• Payment application may occur in the LRMS or may be integrated from workday.
• Workday will remain the airports authority’s system of record for financial transactions.
• Deliver invoices to customers through the above-noted self-service portal and by email to customer-designated contacts.
• The portal shall allow customers to view, download, and pay open invoices.
• Customers may opt to pay through the portal or outside of the portal through standard accounts payable processes.
• The LRMS shall record digital, online payment transactions, including payment confirmations and references.
• Prefers that the LRMS integrate with its contracted payment gateway and merchant acquiring bank
• Payment transactions processed through the LRMS are executed using PCI-DSS compliant mechanisms to protect and encrypt payment card data.
- Geographic information system (GIS) integration (ArcGIS)
• LRMS shall support integration with the airports authority’s GIS (ArcGIS) to link space-related data in the LRMS to spaces in the GIS.
• The LRMS shall enable users to view or retrieve customer/agreement details for a mapped space.
• The LRMS shall support synchronization/reconciliation processes, so that changes in space allocation (e.g., reconfiguration or reassignment) can be reflected in both the space inventory and the GIS.
• The LRMS shall support import/export and API-based interchange of GIS linkage identifiers to maintain a stable association between the LRMS space id and the GIS feature id.
