The Vendor is required to provide human resources and payroll processing software program to enable skilled methods of operation for all staff.
- Timekeeping and payroll software system that enables the organization to:
• Integrate with Tyler in
• Code 10 accounting software
• Time and labor management
• Provide a shift scheduling program that works for different hourly schedules
• Integrate personnel schedules and timesheets into the payroll system automatically,
• Match timecards to employee lists to ensure all appropriate personnel are paid and there are no payments made to “ghost” staff,
• Must accommodate hourly pay, salary pay, and stipend pay,
• Ability to calculate and verify FLSA overtime, non-FLSA overtime, and comp-time submissions
• Provides “calculation” verification to ensure proper deductions and compensation,
• Include electronic processes to enable direct deposit abilities, access to pay stubs and w2’s with leave accumulations
• Ability to calculate payroll taxes and deductions for:
• Employee benefits to include, but not limited to; medical, dental, vision, basic life, voluntary life, etc.
• 457 accounts
• State and federal taxes (please note, the city does not participate in social security) e. Flexible spending account – medical and dependent care
• Union dues and other deductions
• Customizable payroll reports to ensure checks and balances for correct paycheck processing,
• Native customizable dashboards for management review of time spent on tasks, as well as the ability to generate reports in various formats that will enable transfer to data outside third parties for further analysis.
• Ability to pay out accrued vacation or other leave balances as needed,
• Comprehensive reporting to enable tracking of various payroll codes, such as sick, vacation, personal time, and FMLA use,
• Filing of all applicable state and federal tax forms, and workers compensation forms,
• Provides expense trend lines to look for fluctuations in payroll-related expenses in financial statements,
• Access controls for various users, time sheet approvals, assign time sheet approvals from various departments to approvers,
• The program software should enable payroll abilities for a minimum of up to 80 active employees at any given time,
• Comprehensive record keeping and archiving of payroll and financial records to ensure compliance with state records retention laws and regulations,
• Accommodate benefits based on twenty-four (24) payments, not twenty-six (26),
• Must provide a native process for initiation, approval and recording of personnel changes.
• Must provide pay-rate change reports,
• Streamlined recruiting and retention platform that integrates with HR functions including onboarding
• Must provide new hire report
• Termination report
• Historic information transfer from current payroll software including personnel records and personnel action notices (PAN’s) must be captured in the new software.
