The Vendor is required to provide identity platform that enhances the agency's ability to identify individuals across investigative, operational, and detention environments.
- Requirement:
• Provide a secure, scalable, commercially supported identity platform, together with all software, hosted services, databases, equipment, implementation services, training, maintenance, technical support, documentation, and related professional services necessary
• The solution shall include vendor-provided camera or sensor technology for deployment in office facilities and authorized operational environments.
• Solution shall operate as a standalone capability and shall not require wholesale replacement or modification of existing office infrastructure as a prerequisite for deployment.
• The solution shall support three principal capability areas: investigative identity intelligence, investigative identity verification, and real-time or near-real-time operational identification.
• These capabilities shall enhance authorized law enforcement workflows while preserving human judgment, privacy, civil rights, civil liberties, data security, and auditability.
• The solution shall be a commercially available, vendor managed platform that is updated, maintained and supported for the full term of the agreement.
• The treat all algorithmically generated results as investigative leads only.
• The system shall not make autonomous enforcement, detention, access denial, probable-cause, charging, or other consequential decisions.
• Solution shall maintain complete, searchable audit records sufficient to reconstruct authorized system activity and support supervisory, security, privacy, compliance, and administrative review.
