A government agency in Texas issued “Digital Engagement and Workflow Automation Platform Implementation” (RFP). Solicitation SYS-6709 closed on October 15, 2026. Eligibility: USA Organization. Submissions via Online Portal.
Vendor needs to provide, configure, integrate, and deploy a modern workflow-automation and self-service portal platform (the "Solution") that modernizes how the Authority manages its HCV waiting list, serves applicants, participants, and landlords, and executes the recurring recertification and compliance workload.
- The Solution is intended to serve as the system of engagement operating on top of these existing systems; it is not intended to replace them.
- Authority intends to:
• Provide a single, intuitive system of engagement for managing waiting lists and staying connected with applicants, participants, and landlords.
• Reduce manual staff effort and processing friction across the recertification and compliance lifecycle while preserving full auditability.
• Give applicants, participants, and landlords accessible self-service portals that reduce inbound call and office-visit volume.
• Maintain or improve HUD compliance outcomes, including SEMAP indicators and 50058 reporting, with no new audit findings.
• Integrate cleanly with the Authority's existing Emphasys Elite and Laserfiche systems without disrupting continuity of HAP payments or reporting.
• Deliver the capability on a defined schedule with a well-managed cutover, thorough training, and post -launch support.
