Provide a Comprehensive Electronic Medical Record System For the Medical Units within the County Correctional Facilities
- Technical requirements
i. Data migration
A. Must have the ability to migrate all data from our existing EMR system, NextGen Version 8, into the proposed EMR system.
ii. Supported Operating System and Browsers
A. The solution must be fully compatible with Microsoft Windows 11 and if the system provides access via the web, it must support the latest versions of Microsoft Edge, Google Chrome, Mozilla Firefox, and Apple Safari.
iii. Solution Environment
A. The Solution must include at a minimum, a Test (UAT) environment and Production environment.
iv. Security Requirements
A. Must have documented and implemented security practices for the following (at a minimum) and have a process to audit/monitor for adherence:
Authentication and password management, Data protection from unauthorized use, Database security.
v. Disaster Recovery
A. Must have a Disaster Recovery Plan for the Solution. The plan will document the sequence of events to follow in the event that one or more of the solution components that comprise the infrastructure fails.
vi. Integrations
A. Must be able to integrate SallyPort, Black Creek’s Jail Management Software. SallyPort is used and maintained by the correctional staff and automatically populates the inmate/patient record with housing data, allergies, diet information, special items needed (e.g., cane or wheelchair), and appointments
B. Must have flexible integration options to exchange data with other systems (ex. API, csv import/export, etc.).
- Application requirements
i. e-mail/telemedicine interface for transfer of information facility to facility and remote specialist consultations
ii. smooth real time interface using HL7 and TCP/IP with FHIR offering API-based integration and alternative operating system compatibility as necessary
iii. Bio-scan interface capability
iv. Dental x-ray interface capability (digital radiography) including compatibility with Dexis software and an Alpha Ray Scan Panorex
v. Medical x-ray interface capability (digital radiography), with ability to import x-rays into patient charts
vi. Electronic signature capability to be used for but not limited to:
A. MARs (Medication Administration Records)
B. Releases of Information
C. Treatment Refusal and Procurement Consent Forms/Procedure Consent Forms
vii. on and offline capability for data entry and automatic system update when system is back online
viii. ability to manage at least a 32-bit integer number of inmate/patient records
ix. ability to communicate electronically with correctional staff and generate an electronic receipt
x. HIPAA compliance
xi. Compatibility with common dictation software (eg, Nuance Dragon).
