The Vendor is required to provide transcription services for police reports and audio/video recordings.
- Transcriptions must be provided back to the City within 3 hours, and the service must be available 24 hours per day and 365 days per year.
- The services to be provided by contractor to the city, including complete details and procedures for the receipt, transcription and return of recorded material in a confidential manner, the provision of account management and reporting tools, and processes necessary to train and support users and manage billing.
- City staff will submit their transcription requests to Contractor through various methods, including, but not limited to the following:
• Free smartphone apps for iPhone and Android
• Secure web portal
• Telephone (toll free)
• Contractor's software
• Digital dictation device
• Recorded tapes and compact discs
• Scan and upload of PDF documents
• FTP Upload and delivery
• Email
- Services shall be available 24 hours a day, 365 days a year.
- Transcribers shall be country-based.
- Transcribed documents shall be accessible to City 24 hours a day, 365 days a year via the Contractor's software.
- All transcriptions must be provided back to requesting City staff securely and within 3 hours.
- All transcriptions shall be encrypted and handled in confidential manner.
- Must accept and process any volume submitted by City staff.
- Virus protection/spam blocking/malware/virus scans
- All data must be 256-bit SSL Encrypted.
- Must have and follow authentication and authorization measures for users and typists.
- Must conduct appropriate criminal background checks for its typists.
- Must provide City with account management, set-up, and implementation services as required.
- Must bill City monthly and include detailed usage report.
- Provide translated transcriptions from other languages to English as required.
- Contract Period/Term: 5 years
