The Vendor is required to provide a comprehensive upgrade to the County’s District Court and Superior Court audio recording and transcription systems.
- The County has a total of 35 courtrooms and other locations requiring an audio recording & transcription solution.
- The anticipated outcome of this project is a fully hosted Software-As-A-Service (SaaS) audio recording and transcription solution.
- Continuously monitor all microphones and provide:
• Audio and visual indicators of live signal detection;
• Alerts when no audio is detected;
• Alerts when recording is stalled, failed, or interrupted; and,
• A visible recording status indicator and time clock.
- Provide a method to visually and audially verify that a recording was completed successfully.
- Allow restoration of deleted recordings and describe the restoration process.
- Provide intuitive play, stop, pause, and navigation controls, visible even when the control panel window is minimized.
- Allow ability to pair text with audio and video recordings for verification, transparency, and further analysis.
- Provide an instantaneous, keyword searchable draft transcript in real-time on the web user interface.
- Have the ability to export the text to Microsoft Word.
- Allow for play back of audio in real-time as it is happening during recording and post recording, enabling quick follow-up for clarification, issue resolution, and jury playback by selecting all or parts of the words in the transcript that is access in the web user interface.
- Allow users to search for and play back historical recordings.
- Allow users to select text within the transcript and play back associated audio.
- Offer speech-to-text support for all required languages, enabling the Court to accommodate diverse populations and improve accessibility for non-English speakers.
- Detail how AI and Natural Language Processing (NLP) are used within the system. This means it can maintain pace with the spoken word, even while processing accents, complex legal terminology, and people speaking simultaneously.
- Provide a web-based administrative portal for managing:
• Recording devices;
• Users and permissions;
• Security controls; and,
• System status and monitoring.
- Provide ability to assign network and user profile based security to control levels of access to the recordings and transcripts in order to prevent unauthorized access and potential damage or unauthorized changes to the recording.
- Provide ability to capture and export a clip of audio with a specific start and end time from a previously recorded audio.
- Provide notification when recording stalled, failed, and interrupted.
- Provide speech to text transcription support in up to 136 languages, enabling courts to accommodate diverse populations and improve accessibility for non-English speakers.
