RFP Description

The vendor required to provide animal shelters services has created a significant gap in the provision of essential services, including the intake and care of stray, abandoned, or dangerous animals, as well as support for public safety and community health.
- Duties of offeror:
•    Assume intake, record keeping, care and necessary confinement and quarantine of all cats, dogs, puppies and kittens collected from within the town.
•    Provide shelter, care, feeding, socialization, training, and medical attention as needed for the animals for the length of stay specified by the town, but not to exceed twenty (20) days per animal for any animal under any circumstances, unless approved in writing in advance by the town, including the right to euthanize any animal that is too ill or injured to humanely save through reasonable veterinary care.
•    Provide, when needed, 24 hours a day 7 days a week access to a veterinarian licensed by the state of authorized by law to provide a full range of medical care services, including surgery, spay and neutering, and euthanasia procedures either through a resident or on-call staff or a contract veterinarian or service.
•    Provide permanent identification of animals in the care of the facility by microchipping or other method is medically unadvisable.
•    Assume full ownership and property rights to, and financial responsibility for each animal that remains in the care of the facility, including making all decisions regarding an animal’s adoptability, healthcare, veterinary services, ultimate disposition, and potential euthanasia.
•    Collect and retain all fees for the care, impound, quarantine, spaying and neutering, vaccination, microchipping, voluntary surrendering (per a.2 of this section), and adoption of any animal, including medical expenses and euthanasia.
- Required record keeping by offeror:
•    Date of delivery of animal 
•    Name, mailing address, and current phone number of delivering party, including the residence of private individual 
•    Size, sex and breed of animal if determinable 
•    Physical description of animal 
•    Address or location in town where animal was found or seized, and address of the owner of claimant, and circumstances regarding the apprehension, surrender or return of the animal. 
•    Health of the animal and any noted injuries. 
•    Identifying information about the animal if the animal is wearing tags or licenses or has been microchipped. 
•    All efforts made to contact possible owner, including dates, times, contact information and results of each attempt. 
•    The final disposition of the animal after the contracted length of stay, whether by retention by the offeror, adoption, transportation to another animal facility, death or euthanasia, including the date of the animal’s exit from the contractor’s facility or date of death. 
•    Offeror shall maintain a daily list of animals deemed property of the town (in the facility for less than 20 days). 
•    This list shall be provided to the town with the monthly invoice and otherwise shall be available to the town upon request. 
•    Documentation to be delivered to the town monthly shall include the number of animals accepted from the town, as well as the cost of feeding, shelter and medical care, including socialization and training based on contractor’s expense for each animal. 
•    Documentation to be delivered to the town monthly shall also include a report of all fees collected for the care, impound, quarantine, spaying and neutering, vaccination, microchipping, voluntary surrendering and adoption of any animal; including medical expenses and euthanasia.
•    These records shall be maintained for no less than three (3) years.
- Summary of performance and services by offeror:
1. Animal care: 
•    A description of the proposed premises, including but not limited to, location, type of construction, approximate square footage by type of useable area, including indoor and outdoor areas, runs, size, number and type of kennels, type of segregation and ownership status of property.
2. Customer service, protocols and fees:
•    Offeror shall provide schedule of hours and days of operation. 
•    Offeror shall provide policies and procedures for the humane disposition of unclaimed animals after holding them for the contracted or required length of stay as well as the description of euthanizing protocols. 
•    Under no circumstances shall animals be sold for the purposes of medical research or other activities which may harm them. 
•    Offeror shall provide a copy of a disaster plan for the facility for fire, flood, heating or electrical failure or other manmade or natural disasters. 
•    Provide a list of all fees assessed, with an acknowledgement that no fees of the offeror may change during the term of the contract without the prior written consent of the town. 
•    The offeror to participate in public forums or hearings for the purpose of discussing its services, as well as policy and animal and fiscal management. 
•    The right to inspect the premises, animal records, or any animal delivered by the town upon request to assure that appropriate and humane quality controls are in place.
•    Provide the town a current copy of all building, health and veterinary licenses and inspections during the term of the contract.
