The vendor is required to provide web design, development, and maintenance services to assist the city to create and maintain a new website for the department, manage the look and feel of the site, design the user experience, and create an aesthetically appealing interface.
- Using various programming languages, such as HTML, CSS, or JavaScript, the contractor shall build the website’s framework and ensure it is bug-free and functions as expected the program UI and maintain the server-side of the website.

• Easy and intuitive
• Visually pleasing
• Informative
• Safe and secure
• Quick to load and operate
• Responsive to mobile device and desktop
• Search engine optimized with proper keyword research
• Contain interactive components
- Once the website has been completed and accepted by the city, minor updates will be made by the economic development marketing team on an ongoing basis.
- Revise, convert and revamp areas of the existing website that require any design enhancements, updates, visual modifications, layout, and rewriting as needed.
- For any major website updates, provide a test instance to ensure that the implemented changes are approved to be published by the city prior to updating the live website.
- Complete ongoing website updates as requested by the city and as needed from a web developer/designer area of expertise.
- Design, build, and maintain the website and software application.
- Provide modern, innovative, relevant design updates.
- Meet with the city to resolve any website issues, ensure content is up to date and consistently on-brand with the department’s mission and vision.
- Bring the department’s vision to life with design concepts, prototypes, and detailed user interface.
- Participate in meetings with the city, as needed, to include vision and design meetings for the website redesign, and quarterly meetings with the city to ensure the vision is continuously updated.
- Participate in upfront user research, offering user experience (UX) knowledge to ultimately increase traffic to the website and an increased user experience.
- Work with the city to better understand user needs and behaviors and perform usability testing through analytics reports and UX with the support and guidance of the city.
- Develop and validate test routines and schedules to ensure that test cases mimic external interfaces and address all browser and device types to ensure that pages can be viewed consistently.
- Perform routine testing of the website on a regular basis on:
• Functionality (UI, APIS, database, security, and server testing)
• Links (including but not limited to outgoing, internal, anchor, mail to links)
• Forms
• Cookies
• HTML and CSS
• Usability
• Interface
- Edit and design website content as directed by the city.
- Back up files from website to local directories for recovery in case of freedom of information act requests and to reference past information; backups shall occur at least weekly.
- Evaluate code to ensure it meets industry standards, is valid, is properly structured, and is compatible with browsers, devices, and operating systems.
- Provide training and support to allow city staff to make minor edits to the website.
- Website development requirements:
• Include templates in the content management system that will permit both technical and non-technical city staff to update website content on specific pages.
• The website shall be clean and attractive, with a mix of text and graphics; visually, the site shall be modern, distinctive, memorable, and engaging; it shall fit as close to a single displayed page on a typical size monitor as possible.
• Each section of the website shall have a common look and feel; the city’s logo shall be prominently displayed on every page as a common header.
• The use of photography and fonts shall be consistent throughout the website, with the layout of each page having a great deal of consistency; pictures on the front page shall be a larger size than other subpages; the sitemap shall provide for these photos to be easily changed by the contractor.
• The website shall be easy to navigate, with information grouped and presented in a logical manner with a minimal number of levels needed for the user to find the desired information; the navigation design shall complement the capabilities of touch-enabled mobile devices.
• The website shall be scalable to be able to handle growing amounts of user traffic, data, and resource demands while maintaining performance, offering reliability and security, high performance, enhanced user experience, and easy maintenance.
• The website shall be compatible with current and the most recent previous versions of internet explorer, Firefox, chrome and safari browsers.
• The website shall not require plug-ins as a default.
• The website shall be developed to meet all current federally mandated state with disabilities act standards for accessible design (ADA) access requirements.
• The website shall be built in accordance with the latest web content accessibility guidelines, will be updated if/when the guidelines change, and shall be easily accessible to the novice as well as the experienced internet user.
• The website shall be designed with a mix of text and graphics such that each page loads in a way that is accessible to a typical user having an average home internet connection speed.
