The Vendor is required to provide website design and development services to create a new American English (AE) website with a domain name, using the most currently supported version of Drupal, with the goals of creating a dynamic, state-of-the art website that improves the search experience for website users and provides an intuitive backend interface for website administrators to manage the tagging and uploading of content to the resource library as well as site updates.
- Design includes the conceptual development of the site and the development of the site architecture.
- Design components include accessibility, interactivity, search capabilities and analytics to track visits and resource consumption.
- Included in the design phase of this project will be regular meetings with designated staff, which will be conducted virtually.
- The site will have an intuitive and consistent user experience for mobile phones, tablets and desktop computers, using the most common browser configurations, to accommodate a global audience, including low-bandwidth users.
- Navigation and Usability
• Develop logical, intuitive navigation and prominently featured search functionality.
• Incorporate modern navigational tools and interactive menu hover options.
• Ensure site is user-friendly without overwhelming visual clutter.
• Enable intuitive linking to internal and external sources, including social media sharing.
• Provide pages with printer-friendly options.
- Accessibility and Performance
• Site fully compliant with Section 508, ADA standards, and WCAG 2.0 Level AA.
○ Agency will coordinate with agency to audit resource library content prior to migration and remediate document accessibility, where needed.
• Include accessibility widgets where feasible.
• At a minimum, the site must be optimized for performance in all network conditions, including in low-bandwidth environments.
• A low-bandwidth option for global users with design and technical optimizations would be a plus.
• Ensure graphic files are relevant, simple, and quick-loading, tested at lower connection speeds.
○ Images/graphics must be licensed for open use, appropriate for a global, foreign audience and cannot be AI-generated.
- Content Management and Administration
• Easy posting of resources with relevant metadata fields.
○ Examples: Type, topic, Common European Framework of Reference (CEFR) level, age group, format, duration, publish date
• Ability to edit and expand content taxonomies easily.
• Admin functionality to create user groups with specific permissions and access levels.
• Implement Google Analytics and webmaster tools for performance tracking and site usage analysis.
- Interactive and User Engagement Features
• Search and result features, including, at a minimum, capability for users to preview resources prior to downloading. "Send to me" tray for users to collect and email multiple resources, and resource suggestions provided based on user-selected items would be a plus.
