The vendor is required to provide web content management system (WCMS) such as upgrades, security patches, adopting of new web technologies into the WCMS, technical support, and training.
• Ensure the new platform complies with current and future ADA accessibility standards and guidelines to mitigate legal risks, provide equitable, accessible services to all users.
• Simplify content administration by reducing the complexity of managing content across departments and provide a more user-friendly backend to content managers.
• Ensure robust security and data protection by meeting established requirements to protect sensitive data and maintain the integrity of the website.
• Support county’s digital transformation efforts by facilitating the digitization of forms, processes, and citizen communications to improve efficiency and accessibility.
• Integration with a web site analytics platform, to monitor performance, track user engagement and support continuous improvement efforts.
• Maintain the current business operations where users across county departments are able to manage and edit their sections of the web sites with confidence only their group can edit with role-based access controls (RBAC).
• Implement a WCMS that streamlines the processes associated with managing, updating, and maintaining the website and intranet, as well as adding future sites and sub-sites.
• Provide a method of standardizing on agreed-upon style and formatting rules.
• Allow add new pages, documents, and complete other site modifications without having to rely on an outside resource.
• Improve the user experience when interacting with the website and intranet.
• Improve the website and intranet’s information architecture to provide easier navigation and search capabilities.
• Implement a consistent look and feel across all pages on the website and solidifying style rules to ensure consistent look is maintained regardless of the device and browser used to access the website.

• Provide departmental staff with the tools and training to create and maintain pages that meet their department needs while remaining consistent with enterprise-wide design requirements.
• Increase county staff and department collaboration, communication, and information sharing by implementing an easy to use and maintain intranet solution.
- Administration
• The system shall restrict access to the administration interface to authenticated users.
• The system shall restrict access to administration operations and features to authenticated users based on user roles.
• The system shall provide a 508 and ADA compliant administration interface
• The system shall provide a html5 standards compliant administration interface
• The system shall provide a mobile-friendly (responsive) administration interface
• The system shall provide an administration dashboard that includes recent activity, to-do items, and user-defined shortcuts for authenticated users
• Provide the ability to build unlimited department, team, or project sites that may include documents, links, forms, news, blogs, calendars, surveys, and videos.
• Provide ability to access the CMS from the internet.
• Provide ability to manage the county’s intranet using the same CMS as is used for the website with the intranet content being stored in a separate data structure and on a separate server from internet site content.
• Support all major operating systems (i.e. windows, apple, iPhone, android, etc.) and current versions of commonly used browsers (e.g. internet explorer, safari, Firefox, and chrome).
• The deployed system will be browser independent.
• Provide a comprehensive “full function”, easy to use solution that includes, but is not limited to, template creation, security and approval levels, what you see is what you get (WYSIWYG) content editor, versioning, content scheduling, etc.
• Support the versioning and indexing of content to meet legal and policy-based records retention.
- Content editing
• The system shall support an unlimited number of concurrent authorized users
• The system shall prevent race conditions when authorized users are attempting to edit the same content at the same time.
• The system shall provide version control for the web content and allow any web content to be reverted to a previous version by an authorized user.
• The system shall include a configurable and easy to use WYSIWYG content editor.
• The ability to edit html code directly shall also be configurable on a per user or group basis use of the CMS should not require users to know html, CSS, xml, XSL, etc.
• The system shall include a table builder in the WYSIWYG editor.
• The system shall store all links that are embedded in web content as tokens rather than actual links so that when the html content is rendered, the links can be validated by the system.
• This will make invalid and expired links to be rendered as text rather than a link in the html content
• The system shall allow authorized users to generated resized images based on user-defined parameters.
• Original image size shall be retained also.
• Support the optimization of pictures and graphic files for quickest page loading.
• Provide the ability during editing to resize pictures proportionately once downloaded on a page.
• The system shall allow authorized users to edit content through the front-end inline editing
• The system shall allow users to review the new content and updated content prior to sending the page into the approval workflow or publishing.
• Provide ability for county staff to both edit and approve content (through an agreed upon workflow and based on user rights) for their assigned areas of responsibility.
• Provide the ability to update content automatically upon approval of edited pages.
• Provide spell-check and grammar correction functionality.
• Ability to specify a publishing schedule for specific content.
